Distribution System Leak Survey & Atmospheric Corrosion Inspection
Dear Mr./Ms.:
The City of Monroe is seeking a company to provide Distribution System Leak
Survey & Atmospheric Corrosion Inspection services, for their natural gas
distribution system, over a three (3) year period. The awarded company will
provide a Leak Survey of all Distribution mains, services and farm taps, along with
an Atmospheric Corrosion Inspection of all meter sets and farm taps. The
awarded company will also provide all required inspection tools and equipment.
The City of Monroe requires the Distribution System Leak Survey & Atmospheric
Corrosion Inspection to be completed with the approved list of tools. In order to
remain in compliance with 49 CFR Part 192, Area 1 must be complete by
December 23, 2026. The City of Monroe reserves the right to award a contract for
years 1, 2, and 3 combined or for year 1 only.

CORROSION INSPECTION REQUEST FOR PROPOSAL
1. Background
The City of Monroe is a municipal electric and natural gas utility in the state of
North Carolina. The City is required to adhere to Pipeline and Hazardous Materials
Safety Administration (PHMSA) Title 49 CFR Part 192. Title 49 CFR Part 192 Subpart
M 192.723 requires a leakage survey with leak detector equipment to be
conducted outside business districts as frequently as necessary, but at least once
every 5 calendar years at intervals not exceeding 63 months. Title 49 CFR Part 192
Subpart I 192.481 requires each operator to inspect each pipeline or portion of
onshore pipeline that is exposed to the atmosphere for evidence of atmospheric
corrosion at least once every 3 calendar years, but with intervals not exceeding
39 months. For this RFP there are three areas that will be surveyed and inspected
for leaks and atmospheric corrosion, for more details see Table 2.1. The City of
Monroe will contract qualified professionals to complete the survey and
inspection of the aforementioned areas of the distribution system in order to
comply with Subpart M of 49 CFR Part 192 192.723.

Details
Table 2.1 below, contains relevant information about the City's desired
breakdown of the Leakage Survey and Atmospheric Corrosion Inspection project,
see Exhibit A for the project area maps. The City of Monroe reserves the right to
award a contract for years 1, 2, and 3 combined or year 1 only.

3. Scope of Work:
A. Objective:
i. Contractor to conduct leakage survey and atmospheric corrosion
inspection for Area 1, 2 and 3 following the project breakdown
outlined in table 2.1 see https://arcg.is/1DvzKD (Exhibit A) for the
project area maps.
B. Technical Requirements:
i. Leakage survey shall be performed only by experienced, skillful, and
OQ Qualified personnel, properly trained in the usage of leak
detection equipment and procedures.
ii. The atmospheric corrosion inspection shall be performed only by
properly trained experienced, skillful, and OQ Qualified personnel.
iii. Each instrument utilized for leak detection and evaluation should be
operated and calibrated in accordance with the manufacturers
recommended instructions.
iv. The City of Monroe approves the instruments listed in table 3.1 as
acceptable instruments for this survey. Contractor may use additional
tools if proven to be a sufficient substitute.

Note: Equivalent tools can be presented and approved by the City of Monroe
v. Test equipment and check to verify that equipment functions within
the required parameters. Provide daily bump test and monthly
calibration data.
vi. Contractor must utilize tracking software in order to identify progress
of work.
vii. Mobile leak survey is acceptable. Mobile survey must meet the
following specifications:
a. Acceptable methods of detection - Methane Leak

b. In situations where mobile unit cannot be driven over or
adjacent to the pipe being inspected, the survey can be
conducted by using a remote probe.
c. Set instrument sensitivity as necessary
d. Perform survey at the appropriate speed in accordance
with requirements
C. Leakage Survey/Atmospheric Corrosion Inspection Requirements:
i. Leak survey and atmospheric corrosion inspections are to be
completed digitally via the ArcGIS Field Maps application. Access to
the app will be provided by the City of Monroe.
ii. Contractors will access the app via either phone or tablet, electronic
devices will be provided by the Contractor.
iii. All survey locations will be logged using ArcGIS Track application.
iv. The average time to complete inspections at each meter is
approximately 3 minutes.
v. All necessary precautions shall be taken to ensure safety and to
prevent damage to equipment and property.
D. Post Leakage Survey/Atmospheric Corrosion Inspection Requirements:
i. Gas leak report should list the date, location, grade and percentage
of gas concentration found. For grade 1 leaks, contractor must stay
on site until City of Monroe Gas Department arrives
E. Calibration Records:
i. On a weekly basis, the contractor shall provide all calibration and
bump test records for equipment used on the project.
F. Operator Qualifications:
i. Contractor shall provide their OQ plan and qualifications for
compliance with the City of Monroe OQ qualifications (Exhibit E).
G. Drug and Alcohol:
i. Contractor shall provide their drug and alcohol plan to meet the
requirements of Part 199 and Part 40. Contractor shall provide the
documentation of the drug and alcohol records for all employees on
the project.

4. Minimum Professional Experience:
The company selected will be required to demonstrate proof of competency and
previous experience in the following areas:
A. Qualifications to meet the requirements of 49 CFR Part 192.481 &
192.723.
B. Project management of Leakage Survey and Atmospheric Corrosion
Inspections.
C. Experience performing survey inspections with the approved equipment
in table 3.1.
D. Experience identifying and classifying leaks and atmospheric corrosion.
5. Work Schedule
The actual date for the Leak survey and Atmospheric Corrosion Inspection to
begin shall be a date no later than September 18, 2026. The exact date will be
mutually agreed on by the company and the City of Monroe based on operating
conditions, weather and any other pertinent factors. In order to allow time for
review and the initiation of any corrective actions that are deemed needed, the
City will require that the Leak survey and Atmospheric Corrosion Inspection for
AREA 1 to be "completed" no later than December 23, 2026. Area 2 shall be
completed by December 23, 2027 and Area 3 shall be completed by December
23, 2028.
6. Format of Submittals
A. Company Background
Provide a general background of the company. List the address,
telephone number and fax number of the company's main office and
of any regional or local offices that may be utilized. Outline the
company's liability and professional responsibility insurance.
Additionally, include information related to the company's financial
stability and the present capacity to carry out the scope of work
needed. Also indicate whether the project development would be fully
completed by in-house staff, and/or the extent to which sub-contractors
would be utilized.
B. Qualifications and Experience
Provide a resume of the company's background and experience in the
areas listed under the "Minimum Company Experience" section of this
document. Include detailed information on at least three projects
covered by this list. List the key staff involved with these projects and
reference information for the clients that had work performed. Provide
proof that all survey personnel will be OQ certified per the Code of

C. Project Approach
Describe in detail the process that the company intends to follow in
completing the work such as survey procedures, methods to be used,
instruments to be used, and general scope of work.
D. Additional Information
Please include a list of the information and records needed to complete
the survey and inspection.
E. Cost Proposal
Provide the cost to project manage and execute the Leak Survey and
Atmospheric Corrosion Inspection on a total not to exceed basis.
Include hourly rates for all proposed staff and equipment to be used.
Cost proposals must be submitted in a separate sealed envelope. The
format and instruction of the cost proposal form in Exhibit F (Cost
Proposal Form) shall be followed when submitting the cost proposals.

8. Company Evaluation and Selection Process
The City of Monroe will evaluate and select the company to award the contract
to, based upon the responses submitted to this request. The city reserves the right
to seek additional information and/or to interview the top-rated firms.
Proposals will be evaluated and considered as follows:
Overall firm qualifications and experience 20 points
Qualifications, experience and location of key personnel on 20 points
the project
Approach in addressing and recognizing the overall project 15 points
Completeness of proposal 5 points
Project cost/fees 20 points
Ability to meet schedule requirements 20 points
The City of Monroe anticipates that the evaluation and selection will be
completed by July 22, 2026.
9. Limitations
This Request for Proposal does not commit the City of Monroe to award a
contract or pay costs incurred in the preparation of the proposal of this request, or
to procure a contract for services or supplies.
The City of Monroe specifically reserves the right to accept or reject any or all
proposals, to negotiate with any qualified source, to cancel in part or entirely this
Request for Proposal, to waive any proposal requirements, to investigate the
qualifications of any proposal, to obtain new proposals, or proceed to have the
service provided in any way as necessary to serve the best interests of the City of
Monroe. Although this is to be a three-year project, the City of Monroe reserves
the right to just award year one.
All materials submitted in response to the RFP will become the property of the City
of Monroe and will become public record after the evaluation process is
completed and an award decision is made.
The information herein provided about the pipeline are from construction records
and other sources available to the City and therefore should not be used as
exact values. The City of Monroe does not become liable from any assumptions
made by the company based on the information provided herein.
