1. The time to complete this project has been extended from April 3, 2026 to May 8, 2026.
Questions (Black) & Answers (Red):
1. Do you require us to collect and remit sales tax? Should it be on the quote? Refer to “Omit
Taxes From Price” provision listed in Section 2A of the solicitation.
2. Do you require an enterprise content management system meaning all screens are in 1 system
with different levels of access on what users can see and do? FYI this allows for emergency
messages to be sent to multiple screens at the same time. Offerors may propose an enterprise
content management system as long as the system offered meets the minimum requirements
in Section 3 - Scope of Work/Specification.
3. Are permits required? Do you want us to pull them? If so just sign permits, or electrical
permits also? Any permits required will be the responsibility of the offeror.
4. What do you mean by sloped/A shaped toper? The District has removed the sloped/A sloped
topper from the specifications. Refer to the attached drawing for guidance.
5. For the illumination, is translucent vinyl applied to polycarbonate acceptable. The “metal
fabricated illuminated topper” isn’t clear is the metal is just the frame, or the faces too (we can
do metal faces with acrylic push through graphics/wording). Offerors may propose whatever
illuminations they want as long as the system offered meets the minimum requirements in
Section 3 - Scope of Work/Specification.
6. What are the dimensions (size) of the sign topper? Refer to the attached drawing for guidance.
7. Will the sign topper have an "A" shape? Refer to the attached drawing for guidance.
8. What is the overall height of the proposed signs, including the topper, measured from the
finished grade? Refer to the attached drawing for guidance.
9. Please confirm the quantity and location addresses for all existing signs that need to be removed.
Refer to Attachment A CCSD Facilities and the maps for details.
10. Regarding the request for the 3' x 7' P6 digital display: Are dimensions of 37.8" x 75.6" or 37.8" x
100.8" acceptable alternatives? Offeror may propose whatever size sign they offer as long as it
meets the minimum requirements in Section 3 Scope of Work/Specifications and the Price-
Business Proposal.
11. Regarding the request for the 4' x 8' P6 digital display: Are dimensions of 50.4" x 100.8"
acceptable? Offeror may propose whatever size sign they offer as long as it meets the
minimum requirements in Section 3 Scope of Work/Specifications and the Price-Business
Proposal.
12. Are you accepting bids from only Sign Companies that manufacture everything in-house such as
the design, engineering, fabrication, install and provide full turn key service? Or are 3rd party
companies and brokers that sub everything out allowed to bid? Refer to “Project Requirements
and Constraints” requirement in Section 3 Scope of Work/Specifications.
13. Are you looking for a standard brightness SMD or high brightness SMD? Standard SMD maxes
out at 7000 nits, high brightness maxes out at 9500 nits and is calibrated to 8000 nits. Offerors
may propose whatever brightness system they want as long as the system offered meets the
minimum requirements in Section 3 - Scope of Work/Specification.

14. Are you wanting flat acrylic faces or pan formed faces like the majority of these schools currently
have? Offerors may propose whatever face type they want as long as the system offered
meets the minimum requirements in Section 3 - Scope of Work/Specification.
15. Is this a bid for module solid state style display without fans or regular display with fans and
separate thermal switches for each fan? Offerors may propose whatever display type they want
as long as the system offered meets the minimum requirements in Section 3 - Scope of
Work/Specification.
16. Are you interested in the displays having a 5 levels of remote diagnostics down to the LED Tile
level as a standard offering? Offerors may propose whatever display type they want as long as
the system offered meets the minimum requirements in Section 3 - Scope of
Work/Specification.
17. Do you want these displays to automatically display local Fema IPAWS alerts? Offerors may
propose whatever display type they want as long as the system offered meets the minimum
requirements in Section 3 - Scope of Work/Specification.
18. Do you want these displays to show current weather icons? Offerors may propose whatever
display type they want as long as the system offered meets the minimum requirements in
Section 3 - Scope of Work/Specification.
19. Cell Modem powered by Verizon for free lifetime of display? Offeror may propose a Cell
Modem for the display but any renewal cost for the modem will be the responsibility of the
offeror. Offeror should outline the specifics of the modem proposed in the proposal.
20. Are you interest in extended warranty after 5 years? We offer 5, 7 or 10 year parts warranty.
Offerors may propose the different levels of warranty service offered as long it meets the
minimum requirements in Section 3 - Scope of Work/Specification.
21. Are you looking to use a US based LED manufactured display? Offerors may propose whatever
display they offer as long it meets the minimum requirements in Section 3 - Scope of
Work/Specification.
22. Are you buying through the normal protocol of distribution which is US Based display manufacture selling
through dealer distribution or from a sign company importing their own modules from overseas and
relabeling as their own product? Offeror’s display must be in compliance with the minimum
requirements in Section 3 Scope of Work/Specifications as well as the “Offshore Contracting
Prohibited” provision found in Section 7B.
23. You are mandating that FCC Certificate is required and verifying correct? The proposed product
and services must be in accordance with local, state, and federal law.
24. Does a woman owned business with minority certification get any Preference Points in Scoring?
No. Neither the State of South Carolina not the Chesterfield County School District offer any
preference points for women owned or minority owned businesses.
