Subject: Request for Proposal (RFP) No. 1169: DEVELOPMENT
SERVICES FOR TOWN CENTER REVITALIZATION
The Town of Bloomfield invites you to submit a proposal based on the requirements of the
enclosed RFP. The RFP and any addenda can be found on the Town of Bloomfield website,
http://www.BloomfieldCT.gov as well as the State of CT DAS website
https://portal.CT.gov/DAS/CTSource/BidBoard on and after March 10, 2026. The
information contained herein outlines the intent and scope of the project; the guidelines
governing the submission and evaluation of all proposals; and IRS Form W-9, Request for
Taxpayer Identification Number and Certification which must be completed and
submitted with your proposal.
We ask that your submission conform to our format request as closely as possible. The
Town may accept responses that have exceptions to any requirement in the RFP. Any
exception or alternative must be clearly delineated in a separate attachment to the
submission. The RFP and the statement of qualifications submitted by the Successful
Respondent will be made part of the resultant contract between the Town and the
Successful Respondent. The Town of Bloomfield reserves the right to terminate this RFP
process at any time with or without notice to the prospective Respondent.

April 10, 2026, at 12:00 p.m. EST.

Questions about the Scope of Services, submission and other requirements may be
directed to the Purchasing Department at JMuraca@BloomfieldCT.gov no later than
Monday, March 23, 2026, at 12:00 p.m. EST. Responses will be posted as an
addendum to the RFP on the State and Town websites no later than Friday, March 27,
2026, at 12:00 p.m. EST. Respondents are requested to limit their contact with the
Town regarding this RFP to the department named herein.
Please note that Bloomfield Town Hall is open to the public Mondays,
Wednesdays and Thursdays from 8:30 am 5 pm, Tuesdays from 8:30 am
6 pm, and Fridays from 8:30 am 12:30 pm. In person delivery of proposals
will be accommodated until Friday, April 10, 2026, at 12:00 p.m. EST. All
respondents should ensure that proposals are mailed in sufficient time to be
received by the date and time specified herein. Responses that are late will

1. INTENT
The purpose of the RFP is to solicit Development Services from prospective
developers. It is the intent of the RFP to identify the party most likely to successfully
develop the Town Center in alignment with the Town Center Economic Development Plan.
The selected Developer shall identify the base cost of services as provided under the Scope
of Services.
2. SUBMISSION AND DEADLINE
2.1 One Original (clearly identified as such), plus two (2) paper copies, as well as one
(1) read-only electronic copy on a thumb drive, shall be submitted to the attention of:

2.4 Developers are requested to limit their contact with the Town regarding
this RFP to the person named herein.
2.5 The Town may entertain the submission of proposals from a team of
developers. The submission of any such proposal shall clearly spell out roles and
responsibilities between the parties and identify the lead developer with whom the Town
will contract and who will coordinate the activities of any sub-Developers.
2.6 The Town may accept proposals which take exception to any requirements
in this RFP, or which offer any alternative to a requirement herein. Any exception or
alternative must be clearly delineated and cannot materially affect the substance of this
RFP.
3. SPECIAL INSTRUCTIONS
3.1 Developers responding to this RFP are hereby notified that all proposals
submitted and information contained therein and attached thereto will not become public
information until the Town has awarded a contract to the Successful Respondent.
3.2 Developers responding to this RFP must have sufficient staff and expertise
to complete the required services. The Developer must agree that all personnel assigned
to this project are qualified for this type of work.
4. BACKGROUND INFORMATION AND EXISTING ENVIRONMENT
The Town of Bloomfield is a municipal government located in Hartford County,
Connecticut. Incorporated in 1835, Bloomfield operates under a Council-Manager form of
government pursuant to its Charter, with a nine-member Town Council responsible for
legislative functions and the appointment of a Town Manager to oversee day-to-day
operations. The Mayor and Deputy Mayor are selected from among the Council members.
Town Hall is located at 800 Bloomfield Avenue, Bloomfield, CT 06002, and more
information is available on the Town’s official website at https://www.bloomfieldct.gov/.

The Town encompasses approximately 26.9 square miles and had a population of 21,535
as of the 2020 U.S. Census. The community has a median age of approximately 47.8 and
a median household income of $97,436. Bloomfield is a regional employment center and
home to several major employers, including the headquarters of Cigna. The local economy
is supported by a diverse mix of industries, including finance and insurance, healthcare,
manufacturing, and logistics.
Bloomfield is development-friendly, with experienced staff who stand ready to provide
guidance and assistance related to the development of this site. The current mill rate is set
at 35.64, assessed at 70% of appraised market value. The Town is a member of the 29-
town Capitol Region Council of Governments (CRCOG) and works regionally on many
projects with other central Connecticut municipalities. It is a member of the Metropolitan
District Commission (MDC) from which it derives its water services.
Municipal services include full-time Police and Fire Departments, garbage pick-up
including single-stream recycling. The Town also offers a range of recreational amenities,
including a municipal golf course and access to regional trail systems and nearby state
parks. Bloomfield is committed to responsible governance and community development
and actively supports initiatives that enhance quality of life for residents and promote
sustainable economic growth.
Recently, the Town has embarked on several projects aimed at revitalization, including
the Prosser Library redevelopment and multiple residential community redevelopments.
These efforts illustrate Bloomfield’s continuing commitment to a diversified
redevelopment strategy, spanning cultural and civic upgrades, a range of housing options,
and strategic economic drivers.
Concerning the acquisition of property, to ensure that long-term revitalization and
development goals are met and key redevelopment areas are not excluded, the Town may
consider the use of a wide range of available municipal tools, consistent with state and
federal law, to support the acquisition of priority sites.
5. SCOPE OF SERVICES
The Developer shall identify the base cost of services as provided under the Scope
of Services and identify the cost impacts of the various options/alternatives itemized
separately; fees for additional services clearly stated.
The Developer shall assist the Town in advancing the vision and goals of the Town Center
Economic Development Plan, identifying feasible development strategies for key sites
within the Town Center, including both publicly and privately owned parcels, and
maximizing both fiscal and community benefits to the Town.
