The Lowell Housing Authority (“LHA”, or “the Authority”), in collaboration with its nonprofit development affiliate Revitalization Effort Toward New Urbanism (“RENU”), is requesting both for-profit and nonprofit entities interested in serving as Development Partner for the Quimby Avenue Parcel 2 development project to submit proposals for consideration.
RENU seeks to demolish an existing warehouse and develop at least 23 affordable units in the Highlands neighborhood of Lowell, Massachusetts. The site is currently owned by LHA, and it is near LHA’s Highland Parkway public housing development. The site area is 0.547 acres and bounded by existing development.
Briefing Session/Pre-Proposal Site Visit will be held on April 14, 2026, at 10:00 a.m. in the community room at Highland Parkway located at 580 Chelmsford Street, Lowell, MA 01851. Please note that the awarded proposer will have the opportunity to conduct a site visit and in-person discussion with LHA staff directly following the contract award date.
