1 The Solicitation – Notice to Proposers

Notice is hereby given that Philadelphia Gas Works (“PGW”) will receive sealed proposals on or before Thursday, November 20, 2025, 2:30 p.m. Eastern Time, via pgw.procureware.com, for the development of several parcels near PGW’s 800 W. Montgomery Avenue corporate headquarters, as more specifically provided herein.

PGW prefers that the development be structured utilizing a long-term lease, but will entertain other proposed transaction structures, including sales. Proposers may respond with interest in one, multiple, or all of the parcels

This document outlines PGW’s objectives, describes the general characteristics of the services to be provided, and (without being exhaustive) outlines the principal obligations of PGW and the selected Proposer. PGW’s primary objective is to enable the highest and best use development of the identified parcels by making land available for development by a developer.

Questions concerning this Request for Proposals shall be directed in writing to PGW via pgw.procureware.com.  Proposers may not contact PGW personnel regarding this RFP other than through pgw.procureware.com.

The Mandatory Telephone Conference is scheduled for 9:00 a.m. on October 21, 2025, to answer questions and requests for clarification.  Proposers must dial as follows: +1 267-857-3813 Phone conference ID: 268 052 763#

A Mandatory Site Tour will be held at 10:00 a.m. on Wednesday, November 5, 2025. Participants can access on-street parking and should report to the 800 Montgomery building lobby to sign in with security prior to 10 AM.  PGW personnel will direct participants to the various PGW locations specified in Section 2.2.1. Proposers must email Najey.McDuffie@pgworks.com to confirm their attendance no later than Tuesday, November 4, 2025 at 2:30 p.m. Closed toe shoes are required.

Proposals shall be accepted only from proposers who have attended BOTH the Mandatory Telephone Conference on October 21, 2025 at 2:00 p.m. and the Mandatory Site Tour scheduled for November 5, 2025 at 10:00 a.m.

These dates are estimates only and PGW reserves the right to alter this schedule as it deems necessary or appropriate.

1.1.1 Background Information

PGW controls several facilities near its corporate headquarters at 800 W. Montgomery Avenue, for which it seeks proposals for new development projects and uses aligned with PGW’s ongoing business priorities, as described further in the RFP.

900-940 Diamond Street, Philadelphia, PA 19122 (aka 2000-26 N. 9 ^th Street)

Additional information about environmental conditions at the Development Sites will be provided to the Proposers upon delivery of an executed Confidentiality Agreement as provided herein. The selected Proposer will have the opportunity to propose performing further environmental assessments, subject to PGW approval and restrictions, after the Notification Date and in advance of contract execution.
