Chugach Electric Association, Inc. (Chugach) is soliciting Proposals to provide professional services
for the development of a black start readiness program.

Proposals are due, uploaded to Chugach's website under the Bid Opportunities link, RFP No. 26-19:
Development of a Black Start Readiness Program - Submit Technical Proposal button, no later than
4:00 PM Alaska Time, Friday, August 14, 2026.
Questions related to this RFP are due no later than 4:00 PM Alaska Time, Monday, July 20, 2026.
Proposers may submit questions via email to contracts@chugachelectric.com. Responses to questions
will be provided by 4:00 PM Alaska Time, Wednesday, July 29, 2026.
Proposers shall specify in their response to this RFP in writing whether exceptions are taken to any of
the terms and conditions of the attached Sample Professional Services Agreement.
Chugach reserves the right, in its sole and complete discretion, to define and/or waive irregularities, to
accept or reject any or all Proposals, in whole or part, and to reissue, withdraw or cancel the RFP in its
entirety for any reason, without incurring any liability of any type or nature to any Proposer, including
but not limited to any costs associated with Proposal preparation and submittal.
