Project Description: The County is seeking proposals from qualified and experienced CSPs to enroll Allegheny County in the Demand Response program in the PJM territory. The County’s 2021 total enrollment was 3.25 MW for summer and 1.74 MW for winter participation across multiple sites. Participation and enrollment of facilities is based on past performance and expected ability to reduce demand and will change on an annual basis; some facilities shift demand load to a generator and other facilities reduce demand through equipment use reductions and energy conservation measures.
A qualified CSPs should meet at minimum:
• Be enrolled in the PJM Demand Response Program
• Demonstrated experience in managing customer portfolios and implementing demand response programs
• Demonstrated organizational, financial and data tracking and reporting abilities
