I. ADVERTISEMENT
CLINICAL ASSESSMENT SERVICES for the DWI PROGRAM CLIENTS
RFP NO. 2021-0207-CSD/CW
NM Commodity Code: 95262 & 91803
The Santa Fe County Community Services Department is requesting proposals from qualified and
licensed Offerors to provide Clinical Assessment Services for individuals suffering from alcohol
and/or drug addiction.
A completed proposal shall be submitted in a sealed container indicating the proposal title and
number along with the Offeror’s name and address clearly marked on the outside of the container.
All proposals must be received by 2:00 pm on June 23, 2021, at the Santa Fe County Purchasing
Division, 102 Grant Avenue, P.O. Box 276, Santa Fe, NM 87504-0276. To combat the spread of
the recent COVID-19 illness, the submission of Proposals will also be accepted electronically
utilizing DropBox. Please utilize the link to upload your proposal submission.

By submitting a proposal for the requested services each Offeror is certifying that it is qualified and
its proposal complies with the requirements stated within the Request for Proposals. All proposals
submitted shall be valid for ninety (90) days subject to action by the County. Santa Fe County
reserves the right to reject any and all proposals in part or in whole.
A Pre-Proposal Conference will be held on June 1, 2021 at 11:00 am via WebEx. Attendance

II. CONTRACT INTRODUCTION & OBJECTIVES
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
Santa Fe County is soliciting proposals from qualified and licensed service providers to conduct
diagnostic and comprehensive clinical assessments for DWI offenders referred by the County DWI
Compliance Monitoring Program.
All qualified service providers are invited to submit a proposal. Responders must demonstrate a
capacity to meet the County’s requirements as stated in the RFP No. 2021-0207-CSD/CW.
Offerors are to read and understand the terms, conditions and requirements of the Request for
Proposal.
B. SCOPE OF WORK
The Contractor shall:
a. Provide culturally sensitive, comprehensive assessment and evaluation of the
compliance and prevention components of the DWI Program.
b. Conduct formal, comprehensive assessments in a physical setting to determine the
extent and severity of the individual’s substance abuse and other related
mental/behavioral problems. The assessments will be conducted through clinical
interviews, personal history taking and biological testing.
c. Develop a treatment plan based on the information obtained through the assessment
interview.
d. Provide a diagnostic statement summarizing the above elements to assure clarity of
the offender’s need and treatment recommendations. Diagnostic statements will be
provided to the sentencing court and referring DWI Compliance Officer.
e. The Offeror will be required to utilize assessment tools to establish a definitive
modality directly relating to mental disorders; criminal history; socially deviant
personality traits; physical and/or sexual abuse.
f. Utilize the current version of the Diagnostic and Statistical Manual of Mental
Disorders (DSM-5), Fifth Edition which is the 2013 update to the American
Psychiatric Association classification and diagnostic tool. In the United States the
DSM-5 serves as a universal authority for psychiatric diagnoses.
g. Work closely with the DWI Program Coordinator, the Compliance Supervisor and
the Courts to recommend the type of intervention and treatment plan necessary for the
individual(s) once the evaluation has concluded.
h. Maintain HIPPAA Compliance
i. Adhere to client confidentiality
j. Participate in a team management approach to patient treatment planning
C. QUALIFICATIONS
Proposals must include definitive information regarding the experience, qualifications, and
professional licensing/certifications of the proposing individual or entity. Offerors must be
