The City of Crossville is requesting proposals for Construction Services for
the design and construction of an Addition to Fire Station 1 at 141 Henry
Street in Crossville, TN. Proposals will be received by the City of Crossville
at 392 North Main St., Crossville, Tn 38555 at the office of City Clerk until
2:00 o'clock P.M., C.D.T., April 23, 2026. All proposals should be properly
marked CITY CLERK/RFP and "RFP - Construction Services -Fire
Station 1 Addition" on the outside of a sealed envelope. No electronic
submissions accepted.
The Addendum consists of six typed sheets and two attachments.

1. Can Smith and/or ACO Drains be a substitution for Zurn? (Meeting
Equivalent Specs.)
Substitutions will be allowed if they are equivalent specifications or
approved equal.

2. On A-1.0, the wall legend is described as:
A) (This wall is around the equipment room) INTERIOR WALL - 6"
METAL STUD WALL w/STUDS SPACED @ 16" O.C. w/ (1) LAYER
5/8" PLYWOOD EACH SIDE & METAL LINER PANELS
B) (This wall is separating the bays.) INTERIOR WALL - METAL
WALL GIRTS w/METAL LINER PANELS EACH SIDE - EXTEND TO
ROOF DECK
The question is, on the city's drawings, they call out a 3-hr fire wall at
these places; however, these specs do not align with a 3-hr firewall.
Can you advise?
Similar Question from another Contractor
I wanted to ask you about a conflict I noticed between drawing
Concept floor plan and A-1 by Bouton. The equipment and mech
room show either a 3-hr. rated wall on Concept floor plan and on A-1
they show a 6" interior stud wall with plywood and metal liner. What
plan shall we price are walls by?
Proposal to be based upon the Concept Plans. The 3-hour Fire Barrier
Walls for the Equipment Room is a City of Crossville Codes
Department Requirement, and is shown on the Concept Plans.
Note that the Equipment Room walls are to be a 3-hour Fire Barrier
Wall and not a 3-hour Fire Wall except for the wall next to the
Interconnecting Hallway. It is to be a 3-hour Fire Wall.
Contractor/Designer has the option to choose the type of construction
to meet a 3-hour fire barrier wall assembly and it's UL rating.

3. What is the difference between Fire Wall and Fire Barrier Wall?
Fire Walls - are walls that extends continuously from the base of the
building all the way to the roof. They are designed to remain standing
even if the adjacent structure collapses. To do so, firewalls are built
thicker than normal walls with significant structural stability under fire
conditions.
Fire Barriers - are interior walls that extend from the floor-to-floor or
floor-to-roof. They are designed to sub-divide portions of the building,
and can be supported by structures, such as roofs, columns or floors.
All support structures should have a fire-resistant rating no less than
that of the fire barrier they support.
4. What is the firewall UL rating for the horizontal ceiling?
Contractor/Designer has the option to choose the type of construction
to meet the 3- hour horizontal assembly for the ceiling and it's UL
rating. Contractor/Designer also has the option to extend the 3-hour
fire barrier walls up to the bottom of roof sheathing and eliminate the
3-hour horizontal assembly above the Equipment Room.
5. Garage Door(s):
Should we proceed with insulated or non-insulated glass?
1/2" Insulated Tempered Glass
Is Low-E glass required?
No, the Glazing and the overhead door to have a U factor = 0.45
Do the 521 series doors require insulated stiles and rails?
Yes
Should the doors be non-wind loaded or wind loaded?
Wind loaded

Are standard 10,000-cycle springs sufficient, or is a higher cycle
rating needed?
25,000 Cycle
6. Is an Oil and Grease separator required for the trench drains inside
the building?
No, this is a parking garage for trucks and equipment, and not garage
for working on trucks and equipment.
7. I just wanted to verify that the telephone pole and light poles will be
handled by the city being it is a part of the demo. Just let me know if
there is anything on our end we should be including in your bid.
It will be part of the city's demo.
8. Does the demo include demo & removal of asphalt?
Yes, the city will be responsible for demo of the asphalt.
9. Is a field office mandatory?
No
10. Can you clarify exactly what a 1 hour fire barrier is?
IBC Section 706.5 required a 1-hour fire resistance rating for 4 feet
at exterior corners where a fire wall intersects an exterior wall. A 1-hour
fire-resistance-rated assembly is a building component (wall, floor, or
ceiling) designed to withstand fire for one hour. Common assemblies
include 5/8" Type X gypsum board on wood/steel studs or specialized
exterior panels, ensuring structural integrity and fire containment.
Contractor/Designer has the option to choose the type of construction
to meet the 1- hour fire resistance rating and it's UL rating.

11. Specs call for 30-year minimum warranty on the building metal..is
that a finish (paint) warranty or a weathertightness warranty?
Minimum 30- year warranty on Paint and a minimum 20 year on
Watertighness on the roof panels.
12. Standing Seam Roof profile
Standing Seam Roof to match as close as possible the existing
standing seam roof profile and color.
13. Proposed Brick
The proposed Brick on the addition to match as close as possible to
the existing brick on the building.
14. Site Work
Contractor responsible for site grading, erosion control, filling and site
stabilization of the project site after the demo by the city.
15. Do you have any specific products you would like to use from
TNEMEC for the epoxy and urethane?
Find specs for Epoxy/Urethane -
1. Surface Preparation: Shot blast or mechanically abrade surface
to remove existing coating other contaminants and to provide a
profile in accordance with ICRI Standard CSP 3 minimum.
2. Repairs: Fill spalls, areas that need repair and non-moving
joints and cracks with Tnemec 215 Surfacing Epoxy or 237
Power-Tread/fumed silica/aggregate blend.
3. Primer: Tnemec 237 Power-Tread 8.0 to 10.0 Mils DFT.
4. Intermediate Coat: Tnemec 237-Color Power-Tread 6.0 to 8.0
Mils DFT.

5. Finish Coat: Tnemec 248 Everthane pigmented at 2.0 to 3.0
mils DFT with 90 grit aluminum oxide additive for light texture.
6. Expansion Joints: Fill with flexible polysulfide sealant.

3. Project Description
a. Addition to Fire Station 1 - 141 Henry Street.
b. Demolition by City Forces.
c. Site Improvements to be included in RFP
d. Alternative 1 - Radiant Floor System and accessories for the
Addition.
4. No Electronic Bid Submissions will be accepted.
5. No Bid Security required.
6. RFP Date is April 23, 2026 at 2:00 PM CDT. Bids to be delivered to
the City Clerk's office on the 3rd floor of City Hall. All bids should be
properly marked CITY CLERK/BIDS, and PROJECT NAME on the
outer envelope.
7. Performance & Payment Bond required if awarded the contract.
8. Retainage - 5 Percent on Pay Apps
9. All proposers must be licensed General Contractors as required by
the Contractor's Licensing Act of 1994 of the General Assembly of
the State of Tennessee, and qualified for the type of construction
being bid upon. Each bidder shall write on the outside of the
envelope containing its bid: 1) its Contractor's license number; 2) that
part of the classification applying to the bid. If this is not done, the bid
will not be opened.
10. Project Time Discussion - 300 consecutive calendar days after approval
of the shop drawings for the Pre-engineered Building with $1000.00
liquidated damages.

12. Project is a municipal project. Pay app to be submitted monthly at the end
of the month or on agreed upon date. A schedule of values to be
submitted and approved.
13. Proposal to be based upon Concept Drawings. The concept drawing floor
plan will control over the A-1 floor plan by Bouton Engineering.
14. Standing Seam Roof Panel profile to match existing roof panels.
15. Contractor to coordinate activities onsite with the Fire Department and
Police Department.
16. Overview of the Minimum Requirements for this project.
17. Questions can be submitted in writing or email
(don.cole@crossvilletn.gov) up until April 16, 2026 with a final addendum
issued April 20, 2026 if needed.
18. Traffic Control will be required when working in and along all roadways,
i.e. traffic barricades, traffic control signals and signs, flagman. etc. All
Temporary Traffic Control Devices to follow the regulations and guidelines
set forth in the latest version of the Manual on Uniform Traffic Control
Devices (MUTCD) and TDOT Standard Specifications.
