PublicNotice is hereby given that SEALEDPROPOSALSwill be received by the Purchasing Director of the City
of Passaic, New Jersey at 10:30 AM prevailing time on April 9, 2026 in the Purchasing Conference Room, 2nd
floor, Room 207, 330 Passaic Street, Passaic, New Jersey for the following:
CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR
THE MARKET STREET STREETSCAPE ENHANCEMENTS PROJECT
FROM MONROE STREET TO SOUTH STREET
FEDERAL PROJECT NUMBER: 1705(300)
This Request for Proposals (RFP) is being issued to solicit proposal documents fromfirms qualified to perform
Construction Management work on federal aid projects. A submittal does not guarantee that the firmwill be
contracted to performany services but only serves notice that that firmdesires to be considered.

This project involves Federal funding participation. The City of Passaic will conform to the procurement
requirements by “Competitive ProposalMethod” under the BrooksAct and Federal Policy Guide 23 CFR 172A.
The selection of a consultant must result fromnegotiations that utilize a qualification-based selection process. The
process and any resulting contract must first be reviewed by the Department of Transportation prior to use or
execution. As such, a technical proposal and a cost proposal must be submitted separately in sealed
envelopes. The technical proposal shall not include any reference to cost, man-hours, and/or any
information relating to the cost of services.
Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and
as such, contractors are exempt from the limitations on making political contributions under that law. Further, for
that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose
campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and 19:44A-20.25 et seq., will not
adversely affect your consideration for award.

The City of Passaic is only responsible for forwarding addendums or clarifications to those prospective bidders
who obtained specifications directly from the City of Passaic, Division of Purchasing or to those who have put the
City of Passaic, Division of Purchasing on notice as having received the specification.
Bidders must be registered with the Division of Revenue, State of New Jersey for a Business Registration
Certificate at the time of contract award.
Bidders are required to comply with the requirement of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27.
The City of Passaic reserves the right to reject any or all proposals. The City Council has the right to consider bids
for sixty (60) days after their receipt.
