Acquisition, Demolition & New Residential Construction
191 Falmouth Road, Conoy Township, PA 17512

1. Purpose
The Redevelopment Authority of Lancaster County (“Redevelopment Authority”) has acquired the
property located at 191 Falmouth Road, Conoy Township, Pennsylvania and is soliciting proposals from
qualified contractors to perform the following:
• Purchase the property (The Redevelopment Authority will enter into a Developer Agreement)
• Complete demolition of the existing residential structure and site restoration.
• Construct a new single-family residence within the existing lot as per Conoy Township zoning and
applicable local, state, and national building codes.
Responding contractors are encouraged to contract with local firms/subcontractors, in all aspects of their
procurement of goods and services.
The Redevelopment Authority intends to evaluate each RFP independently and reserves the right to proceed
with one, both or neither project options.
2. Property Information
The property is located at 191 Falmouth Road, Bainbridge, PA 17502 in Conoy Township. It consists of a
single-family residence in deteriorated condition in the Village Center Zoning District of Conoy Township.
The home was constructed in early 1900 and consists of approximately 1,266 S/F. It is sitting on a .17 acre lot
of approximately 7,405 S/F. The tax parcel number is 130-49165-0-0000. It is serviced by public sewer and
on-site well.
3. Project Description
Chartered by the Commonwealth of Pennsylvania and established in 1974, the Redevelopment Authority
works independently of the government of Lancaster County to promote community and economic
development through the redevelopment of underutilized properties and development of new, and support of
existing, affordable housing. The Redevelopment Authority is focused on planning and developing balanced
mixed-use communities through the provision of funding and resources to create thriving, well-served
neighborhoods, boroughs, and municipalities.
Overview
• Complete demolition of the existing residential structure including foundation, footings as well as
capping sewer laterals and on-site well in accordance with Conoy Township requirements.
• The site restoration needs to be documented and must be prepared for a future new home to be built.
• Documentation to include but not limited to the disposal of any hazardous materials, compaction
testing, etc.
• Construct a new single-family residence within the existing lot as per Conoy Township zoning and
applicable local, state, and national building codes.
4. Scope of Work
Demolition and New Construction
The selected contractor shall:
1. Secure all required permits
2. Coordinate, disconnect, and cap all utilities
3. Mobilize necessary demolition equipment and perform structural demolition
4. Provide containment, transportation, and disposal of debris
5. Document any hazardous materials and proper disposal
6. Install temporary fencing, barricades, and safety signage
7. Remove any plantings, trees, etc. to best accommodate a future home to be built
8. Document backfilling and compaction of soils as required for future construction
9. Complete site grading and seeding as required
10. Obtain required performance bond
11. Provide proposed plans along with description of materials to be used to construct the new home
12. Provide all labor, materials, and supervision to construct a new home within the existing footprint
or as determined by Conoy Township
13. Construction must comply with:
o Local building codes
o Township requirements
o All permitting and inspection standards
14. Other conditions as applicable or required
Coordination
• Contractor will purchase the property from the Redevelopment Authority and enter into a Developer
Agreement until the property has obtained a Certificate of Occupancy and is sold for homeownership
purposes.
• Contractor must coordinate all permits, approvals and inspections with the local jurisdiction
• Contractor must supply detailed schedule for any and all phases for which they are contracted to do
• Contractor to supply a list of any subcontractors who will be performing work on the property
• Contractor to coordinate site visits by authorized Redevelopment Authority representative(s) as
requested
• Any deviation from the submitted and approved plans (or scope of work) must be disclosed and
approved before changes are made
5. Contractor Requirements
The selected contractor must provide:
• Proof of insurance (general liability and workers' compensation)
• Valid Contractor License
• Demonstrated prior experience with similar projects
• Compliance with:
o Performance bond obligations
o Development of the site for homeownership purposes
6. Project Timeline
• Site Visit: July 29, 2026 | 9:00 AM – 11:00 AM
• Proposal Due Date: August 28, 2026 by 4:00 PM
• Contract Duration: Project must be completed within one (1) year from award
7. Proposal Submission Requirements
Proposals must include:
1. Company profile and qualifications
2. Relevant project experience
3. Proposed acquisition price
4. Detailed project approach (demolition + construction)
5. Project schedule and timeline
6. Itemized cost estimate based off of proposed scope
7. Projected sources of funding

10. Evaluation of Proposals
Proposals will be evaluated by the Redevelopment Authority within 30 days of receipt.

• RFP Deadline on August 28, 2026 (by 4 PM)
• Selection of Winning Bid by September 28, 2026
