The City of Richmond is transitioning from its traditional City-managed non-departmental grant process and will begin using selected Contractor(s) for program administration and management starting with the FY27 budget cycle. This approach builds on successful pilot programs including the Health Equity Fund, Positive Youth Development Fund, and Early Childhood Care and Education Trust Fund.
The City's vision is that the Contractor(s) will serve as expert grantmaking partners that ensure equitable, transparent, and effective distribution of public funds to nonprofit and community-based organizations across four core focus areas: Arts and Culture, Children and Families, Economic Mobility, and Health.
The selected Contractor(s) will serve as the City's administrator for the design, implementation, monitoring, and evaluation of City-funded grant programs, and will distribute funds to eligible entities to deliver services that advance the Priority Areas. Offerors may propose to manage and administer one or more Priority Areas. Consistent with Section 2.6.1 (“Multiple Awards”) of the Instruction to Offerors, the City may award all Priority Areas to a single Contractor or make multiple awards aligned with each Contractor’s specialized expertise.
