SECTION 1: INTRODUCTION
Section 1: Introduction
The City of St. Louis Collector of Revenue, hereinafter referred to as (STLCOR), is seeking
submission of proposals from firms with expertise and experience in Title Services for Property Ownership
Searches and Real Estate Transactions.
Companies with demonstrated experience in this area, and with an interest in making their services available
to the STLCOR, are invited to respond to this RFP. Due to the nature of services requested, it is beneficial to
have one company perform services which creates efficiency, continuity, cost effective pricing, and a central
location for communication and data requests.
The objective for the selected Respondent (hereinafter “Proposer”) is to perform all tasks and functions
associated with the Services in accordance with Section 3 Scope of Project.
The work contemplated is professional in nature. It is understood that selected Proposer acting as an
individual, partnership, corporation or other legal entity, is of professional status, licensed to perform in the
State of Missouri and licensed for all applicable professional discipline(s) requiring licensing and will be
governed by the professional ethics in its relationship with the STLCOR. It is also understood that all reports,
information, or data prepared or assembled by the Proposer under a contract awarded pursuant to the RFP
are confidential in nature and will not be made available to any individual or organization, except the STLCOR,
without prior written approval from STLCOR. Any contract resulting from this document will require the
Proposer to execute a statement of confidentiality.
The Proposer shall be financially solvent and each of its members if a joint venture, its employees, agents or
subcontractors of any tier shall be competent to perform the services required under this RFP document.

All communications/questions concerning the RFP must be submitted in writing (emailed to
above contact) and shall reference the specific paragraph and page number of this RFP. The
deadline for questions is listed in Section 2.2 (RFP Schedule). Written responses will be
prepared by STLCOR. Changes to this RFP will be made only by formal written correspondence
issued by STLCOR.
No contact with STLCOR staff or other City employees is permitted. Unauthorized contact
regarding this RFP may result in disqualification or rejection of a proposal.
