For Consulting/Coaching Services

I. Purpose:

The Town of Shelburne is seeking proposals from an

organizational/Board development professional to support our

Selectboard.

II. Background

The Town of Shelburne is a full-service local government serving a

community of about 8,000 residents. Historically agricultural,

Shelburne is now part of the more developed Burlington region and

enjoys outstanding quality of life. Lake Champlain, scenic beauty, and

cultural and outdoor amenities are enjoyed by residents and visitors

alike.

The Town government is led by an elected Selectboard who appoints

a Town Manager. The Selectboard is a ﬁve-member body that meets

twice per month as a board and works as needed in smaller

committees. The Town Manager is responsible for hiring and

supervising department heads. Our town staﬀ are collaborative,

talented and enjoy working with many volunteers on boards and

committees.

In the past two years, a facilitated retreat, on a weekend day in the

spring, helped the board set goals for the year ahead.

III. Scope

The Town of Shelburne is seeking a ﬁrm to provide professional

services related to the Selectboard, including team building,

coaching, and goal setting. We are looking to support the Selectboard

by increasing their leadership capacity and organizational

productivity.

Experience: we require a minimum of ﬁve years’ experience in

executive coaching/board development.

Methodology & Assessment: please outline your approach to goal

setting and coaching, including assessment and evaluation tools. This

should include timing for any preparation and follow-up for a process

focused on a full-day board retreat. This date is to be determined,

possibly April 25 or May 9.

Fee Structure: please provide a structured fee proposal that

includes hourly rates and follow-up sessions with a timeline.

IV: Schedule

Proposals due by: 12 noon on March 20, 2026

Target RFP award date: March 27, 2026

Target hiring date: March 30, 2026

A: Required: the following information must be provided in bid form:

1. Narrative stating the ﬁrm’s approach to the contract, including

proposed schedule and any existing conﬂicts.

2. Information regarding the ﬁrm’s relative experience.

3. Price

VIII: Selection Process

The Town of Shelburne plans to respond to all ﬁrms responding to this

RFP. The Town will negotiate a scope of services and a fee proposal

with the selected ﬁrm. The Town will evaluate and select the ﬁrm based

on qualiﬁcations, experience and performance with similar projects,

communities, references, ability to provide timely services, opportunities

and constraints and cost. The selected ﬁrm must be able to meet all

municipal, state, and federal employment laws, including equal

employment opportunity practices and guidelines.
