The City of West Fargo Public Works Department is requesting sealed proposals from qualified contractors to furnish all labor, materials, equipment, traffic control, supervision, and incidentals necessary to perform pavement marking services throughout the City of West Fargo.

The City intends to award a unit-price contract to the proposer whose proposal is determined to provide the best overall value while meeting the requirements contained in this Request for Proposal (RFP).

The successful contractor shall furnish and install pavement markings on various City streets, parking areas, trails, and other public facilities as directed by the Public Works Department.

1. INVITATION TO PROPOSE
The City of West Fargo Public Works Department ("City") is requesting sealed proposals from
qualified contractors to furnish all labor, materials, equipment, traffic control, supervision, and
incidentals necessary to perform pavement marking services throughout the City of West Fargo.
The City intends to award a unit-price contract to the proposer whose proposal is determined to
provide the best overall value while meeting the requirements contained in this Request for
Proposal (RFP).
2. PROJECT DESCRIPTION
The successful contractor shall furnish and install pavement markings on various City streets,
parking areas, trails, and other public facilities as directed by the Public Works Department.
Work may include, but is not limited to:
* Centerline striping
* Edge line striping
* Lane lines
* Skip lines
* No Passing Zone markings
* Stop bars
* Crosswalks
* Turn Arrow Messages
The quantities listed in this RFP are estimates only and are provided solely for proposal
evaluation purposes. Actual quantities may increase or decrease depending upon the City's needs
and available funding.
3. TERM OF CONTRACT
The initial contract shall begin upon execution of the agreement and continue through October 1,
2026.

4. SCOPE OF SERVICES
The Contractor shall provide all necessary:
* Labor
* Equipment
* Materials
* Traffic control
* Layout
* Surface preparation
* Cleanup
* Supervision
All work shall be performed in accordance with:
* Current MUTCD
* Current NDDOT Standard Specifications
* Applicable OSHA regulations
* Manufacturer recommendations
* City of West Fargo requirements
The Contractor shall furnish all equipment necessary to complete the work in a timely manner.
5. MATERIAL SPECIFICATIONS
All materials shall meet or exceed:
* NDDOT Standard Specifications for Road and Bridge Construction
* MUTCD requirements
* Manufacturer specifications
Materials requested include:
* 4-inch Yellow Epoxy
* 4-inch White Epoxy
* 8-inch White Epoxy
* 24-inch White Epoxy
* Message Marking- Epoxy
Equivalent products may be proposed provided complete technical specifications are submitted
for City review.
The City reserves the sole right to determine equivalency.

6. TRAFFIC CONTROL
The Contractor shall be solely responsible for providing and maintaining all traffic control
required to safely perform the work.
Traffic control shall comply with:
* MUTCD
* NDDOT Traffic Control Standards
* OSHA regulations
Traffic control includes:
* Cones
* Barricades
* Flaggers
* Temporary lane closures
* Arrow boards
* Warning signs
No additional payment shall be made for traffic control unless specifically identified in the
proposal.
7. PROJECT SCHEDULE
The Contractor shall:
* Coordinate all work with the Streets Division.
* Notify the City at least five (5) business days prior to beginning work.
* Provide a proposed work schedule.
* Notify the City of weather delays.
All work shall be substantially complete by October 1, 2026.
8. WARRANTY
The Contractor warrants all workmanship and materials for one (1) year from the date of final
acceptance.

Defective work discovered during the warranty period shall be corrected at no additional cost to
the City.
The Contractor shall also repair any damage caused by defective workmanship during the
warranty period.
9. PROPOSAL SUBMITTAL REQUIREMENTS
Proposals shall include:
* Completed Pricing Form
* Company Information
* Insurance Certificate
* Exceptions (if any)
Failure to submit the required information may result in rejection of the proposal.
10. CITY RIGHTS
The City reserves the right to:
* Reject any or all proposals.

Waive informalities
* Request clarification
* Negotiate with one or more proposers
* Cancel this RFP
* Award in the best interest of the City
* Increase or decrease estimated quantities
* Accept individual items or the entire proposal
The City is not obligated to award to the lowest-priced proposer.
