INVITATION FOR PROPOSAL
The City of Guthrie and Guthrie Public Works Authority, hereafter referred as City of Guthrie, is soliciting proposals from qualified law firms to represent the City. The city will consider proposals for providing civil legal services, criminal prosecutorial services or both. Preference will be given to those submittals demonstrating experience in those areas of municipal law. The successful applicant(s) shall possess sufficient resources to ensure that the demands for the City’s legal needs will be met on a timely basis. The relationship would be on a consulting or contractual basis, as opposed to a staff position.

The packet establishes the scope of general legal services to be provided, instructions to proposers, required content for proposals, selection process and time-line, contract ethics and two options for proposed fees.
In order to ensure a fair review and selection process, firms submitting proposals are specifically requested not to make other contacts with City Staff or City Council regarding these proposals. Failure to comply with this request may result in disqualification of the proposal. prior to the submission deadline. Responses to questions will be shared with all interested responders who have requested an RFP.
Proposals received after the deadline will not be accepted. It is neither the City of Guthrie’s responsibility nor practice to acknowledge receipt of any proposal. It is the responder’s responsibility to assure that a proposal is received in a timely manner.
The City will not reimburse any expenses incurred by the responder including, but not limited to, expenses associated with the preparation and submission of the response and/or attendance at interviews.
The City of Guthrie reserves the right to reject any and all proposals, to waive irregularities and informalities, to request additional information from all respondents, and further reserves the right to select the proposal which furthers the best interests of the City.
