REQUEST FOR PROPOSALS
1. Introduction
The City of Lathrop, through its Department of Public Works, is soliciting sealed proposals from
qualified consulting firms to provide professional architectural and engineering design services for
procurement and construction of a prefabricated metal storage building to be used to store
municipal fleet vehicles and heavy equipment.
2. Project Overview
The City of Lathrop Corporation Yard site is located at 2112 Louise Avenue in Lathrop, California.
Several existing facilities are located at the site, including the original corporation yard building
and Louise Avenue Water Treatment Facility and several recent additions including a Police
Evidence and Storage Building and Interim Animal Shelter. Additional facilities are planned to
include a Public Works Administration Building and the Corporation Yard Storage Building. The
City has retained a consultant (Westwood) to provide land surveying and civil engineering design
services for the surrounding site area and utilities for the Corporation Yard (see Attachment A).
Cooling measures for the storage building will consist of insulation, reflective roof coating,
ventilation and evaporative coolers to meet the ideal temperature range for vehicle storage (75 to
85 degrees F.). Although the current need is just for vehicle and equipment storage the City would
like the building design to allow for the addition of future improvements such as air conditioning
and bathrooms that would be needed for employees to occupy and work inside the building.
3. Building Specifications
The City has developed the following building specifications:
Dimensions: 90 feet wide x 200 feet long x 16 feet high
Roof: 2:12 gable roof pitch
Cladding: 26-gauge roof and wall panels
Structural System:
o Structural I-beams
o X-bracing in roof and wall sections
Accessories:
o Roll-up frame openings (quantity and size TBD)
o Walk door trims
o Fasteners, anchor bolts, and all related structural components
The building shall be designed as a pre-engineered metal building (PEMB) system. The metal
building package may be from Huff Steel Building or an approved equal, subject to City approval
and applicable procurement requirements. The design shall accommodate delegated design by the
manufacturer.

4. Scope of Services
The City is soliciting professional architectural and engineering design services to procure and
construct a prefabricated metal storage building. The selected consultant will be responsible for
preparing complete construction documents, including but not limited to:
Plans, Specifications, and Estimates (PS&E): Comprehensive design documents used
for the subsequent procurement and construction bidding phase.
Site Design: Coordinate with the City’s separately retained civil engineer (Westwood) for
grading, site utilities, paving, and related off-site and on-site civil work, or provide those
services if directed by the City. The proposal shall clearly identify which services are
included and which are excluded..
Building Systems: Integration of structural steel framing and metal panel wall systems
with the building foundation. Design of electrical power, plumbing, fire alarm and fire
suppression, HVAC, building security and lighting systems.
Performance Criteria / Delegated Design: The Consultant shall define the performance
criteria for the PEMB system and shall coordinate delegated design requirements. Final
structural design of the metal building shall be provided by the manufacturer’s licensed
design professional, including stamped calculations and shop drawings, subject to
Consultant review for conformance with the design intent.
Bidding & Construction Support: Responding to RFIs, reviewing submittals, periodic
site visits, punch list support and preparing record drawings upon project completion.
Additional Design Services: provide alternatives for additional optional design services
for Storm Water Protection and Prevention Plan (SWPPP), Solar Design Engineering,
Deferred Metal Building System and Fire Alarm & Fire Suppression Systems (if needed).
Attendance at Meetings (as needed).
The City will provide the consultant with the City’s front-end boiler plate documents for preparing
the bid specifications (e.g., Divisions 0 and 1, etc.) The consultant is responsible for assembling
the complete specification package, including the technical specifications and procurement and
erection of the pre-manufactured building.
The Consultant shall also support permit submittal and agency coordination, including building,
fire, and other applicable review authorities.
5. Proposal Submission Requirements
The proposals should include, but not be limited to the following information:

A signed letter from an authorized representative of the firm, stating the firm’s intent to enter
into an agreement with the City of Lathrop to provide all the services outlined in the proposal,
in accordance with the required timeline, budget, and contract terms.

identification of project deliverables, and a proposed timeline for completion.

5. Exceptions or Clarifications (if any)
o Identify any additional services needed that should be provided by the Consultant
or through a separate contract if they are not provided within the proposal.
o Clearly identify any assumptions, exclusions, or owner-furnished items.
6. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
Understanding of the project and proposed approach
Relevant experience and qualifications
Quality of proposed team
Demonstrated ability to meet schedule and budget
Fee competitiveness
References and past performance
The City may assign relative weighting to these criteria in its evaluation.
7. Additional Information
The City reserves the right to revise the RFP at any time prior to the proposal due date
