Invitation to Bid Issued:
SCCS is seeking a three (3) year contract with the option to extend the contract for two (2) additional one (1) year terms for the purchase, delivery, and (optional) set up of twin beds, full beds, cribs, toddler beds, bunk beds, and mattresses and drawer chests and sofas for children served by Summit County Children Services. The estimated annual expenditure on these items is $150,000. However, this amount is contingent on the receipt of donated funds and may vary significantly over the contract period.

Registration of Interest and Questions: To ensure receipt of responses to questions that have been e-mailed to SCCS by other Vendors, Vendors are asked to register interest in bidding by e-mailing Traci Foley, Department Director of Placement and Permanency Planning, at FoleyT@summitkids.org. Registration of interest will be accepted until 4:00PM on July 10, 2025. Registrations of Interest are optional but strongly encouraged. Vendors who do not submit a Registration of Interest will not receive copies of answers to questions submitted by other Vendors. All questions regarding the ITB MUST be in writing and emailed to Traci Foley, Department Director of Placement and Permanency Planning, at FoleyT@summitkids.org on or before 4:00PM local time on July 10, 2025. SCCS will not respond to questions received after this deadline.

Bids may NOT be delivered via facsimile or any other electronic means. Hand delivery may take place only during normal business hours of 8:30AM to 4:30PM Monday through Friday, prior to the Bid Submission Deadline of 12:00PM EST on July 31, 2025. Bids should be labeled “Bid for Purchase of Beds and Mattresses.”

Bid Opening - July 31, 2025

Bid Opening:

Sealed bids will be opened and publicly read on July 31, 2025 at 12:00PM local time, at Summit County Children Services (SCCS), located at 264 South Arlington Street, Akron, OH 44306, as authorized pursuant to Summit County Children Services Board of Trustees Resolution 01-2025-28/A

SCCS Board Approval - August 26, 2025

SCCS Board Approval:

It is anticipated that the SCCS Board of Trustees will approve an agreement with the winning Bidder on August 26, 2025.

Estimated Contract Start Date - September 16, 2025

It is anticipated that an agreement between SCCS and the winning Bidder will commence on September 16, 2025.

Request for Proposals Released to Vendors - December 2 2022

A notification of issuance and a copy of this RFP will be sent to known Vendors. A notification of issuance of this RFP will be advertised in the Akron Beacon Journal. A copy will be posted on the SCCS website located at www.summitkids.org under the Bidding Opportunitied Tab located under Contact Us.

Registration of Interest Deadline- January 6, 2023 at 12:00PM EST

In order to ensure receipt of answers to questions submitted by other Vendors. Vendors are asked to register interest in submitting a Proposal. Registrations of Interest are due via e-mail to Tracy Foley, at Tracy.Foley@Summitkids.org on or before January 6, 2023 at 12:00PM EST. Registrations of Interest are optional and non-binding. Submitting a Registration of Interest does not abligate the Vendor to submit a Proposal. However, only Vendors who have submitted registrations of interest will receive copies of questions.

Question Submission Deadline - January 6, 2023 at 12:00PM EST

Questions relating to this RFP must be received by SCCS no later than 12:00PM EST on January 6, 2023 . SCCS will not respond to questions received after this deadline. Questions received from vendors and SCCS’s Responses will be sent via e-mail to all Vendors who have submitted a Registration of Interest.

Proposal Submission Deadline – Ongoing

Proposals will be RECEIVED by SCCS on an ongoing basis. Two (2) hard copies and a flash drive of the complete and executed Proposals must be submitted by mail or hand delivery to Summit County Children Services, ATTN: Tracy Foley, Department Director of Placement Services at 264 S. Arlington, Akron, Ohio 44306. Proposals should be labeled: “Response to RFP for Child Placement Services 2023.” Proposals may not be submitted via e-mail, fax, or other electronic means. Due to the volume of proposals expected, SCCS will open and evaluate proposals as received.

Time for Interviews, Presentation, Follow-up and/or Clarification, if necessary. – TBD

Notice of Award – Ongoing

Vendors awarded a contract will be notified of selection. Vendors not awarded a contract will also be notified.

Projected Contract Commencement – Ongoing

The contract will commence upon completion of successful negotiation. The contracts will expire 3/31/2026.
