RFP Cell Site Simulator

The purpose of this RFP is to obtain a cell site simulator (“CSS”) for the Norfolk Police Department (“NPD”).

This purchase is funded with Virginia Department of Criminal Justice Services Firearm Violence Intervention and Prevention Fund grant.

The City of Norfolk (“City”) is home to 232,955 citizens. The Norfolk Police Department (“NPD”) is comprised of 600 sworn and civilian personnel. Between the years 2019 to 2023, the department averaged over 200K calls for service annually. In 2024 NPD took over 800 missing persons reports and arrested over 250 wanted fugitives. One of NPD’s core responsibilities is locating and assisting missing and/or endangered individuals and apprehending wanted violent felons. NPD currently does not have the ability to precisely locate the cellular devices of missing and endangered persons or wanted individuals. The purchase and utilization of CSS will fill an existing capability gap that will allow NPD to rapidly locate and render aid to missing and endangered individuals who possess devices that communicate over a cellular network. It will also allow NPD to locate and apprehend violent criminals that pose a danger to the citizens of the City.
