A. Purpose of the RFP
The purpose of this Request for Proposal (“RFP”) is to invite qualified bidders to submit proposals for
Steam Turbine Maintenance Services to the Central Utilities Plant (“CUP”) at the University of California
San Diego (“UC,” “University,” or “UC San Diego”), in accordance with the specifications and
requirements outlined in this document.
The objective of this RFP is to identify and select a supplier capable of delivering a cost-effective,
efficient, and reliable maintenance program that supports the CUP’s critical operations while upholding
the University’s high standards for quality, performance, and service.
Bidder agrees to make the services available to any UC location upon the terms, conditions and pricing
set forth in an agreement awarded in response to Bidder’s proposal.
B. Background
University of California San Diego
Founded as an experiment in 1960, UC San Diego scholars aren’t afraid to challenge convention if it
means we can accelerate answers to our society’s most pressing issues. As one of the top 20 research
universities in the world, we are driving change far beyond our walls to advance society and propel
economic growth.
UC San Diego's main campus is located near the Pacific Ocean on approximately 1,200 acres of coastal
woodland in La Jolla, California. The campus sits on the ancestral homelands of the Kumeyaay Nation.
Kumeyaay people continue to have an important and thriving presence in the region. UC San Diego's
rich academic portfolio includes eleven academic, professional and graduate schools and eight
undergraduate residential colleges. UC San Diego is also home to the prestigious Scripps Institution of
Oceanography and the UC San Diego Health System.
Central Utilities Plant
The UC San Diego Central Utilities Plant (CUP) is a mission-critical facility that provides essential utility
services to the university campus - including 30 MW of electricity, up to 2,000 GPM of 350°F high-
temperature hot water, and up to 27,000 GPM of 43°F chilled water. The CUP supports UC San Diego’s
energy, water, and sustainability objectives through the efficient generation and distribution of heating,
cooling, and power. Utilizing advanced technologies, the CUP plays a key role in maintaining reliable
operations across a wide range of campus facilities and research centers. The plant’s core systems
include four vital steam turbines - three driving chillers and one serving as a generator - which are
integral to maintaining uninterrupted operations.
C. Minimum Requirements
● Bidder must have extensive and proven experience in the field of power systems repairs and
maintenance.
● Bidder must have a facility capable of machining and fabricating turbine repair parts with a
guaranteed response time of 24 hours. Suppliers located locally are strongly preferred to meet
this requirement.
● Parts and materials supplied should be OEM or equivalent.

● Bidder must possess all trade, professional, or business licenses as may be required to complete
the work and meet the requirements specified by this RFP.
● Bidder must be able to demonstrate the capability of providing the required products/services
by possessing adequate available resources, including personnel, facilities, systems, organization
structure, operation controls, quality control and other related factors.
● If selected as an apparent awardee, Bidder may be asked to provide audited financial
statements for the past three fiscal years (or equivalent data) to establish the bidder’s financial
capability to complete this project.
● Bidder must demonstrate successful experience in providing the products and services specified
in this RFP as a primary supplier. Bidders are expected to provide customer contact information
for three of their references for projects of similar size/scope.
● The successful awardee will be required to pay prevailing wages. The work described in the RFP
is a public work subject to California Labor Code section 1771. The successful awardee will be
required to post the applicable prevailing wage rate determination and any job site notices as
prescribed by the Department of Industrial Relations (DIR). The work is subject to compliance
monitoring and enforcement by the DIR at https://www.dir.ca.gov/.

The University reserves the right to modify the above schedule of events and make changes to other
provisions in this RFP. It is the bidder’s responsibility to review the entire document, including any
addenda, and comply with all requirements listed herein.
Contract Term
It is anticipated that any contract(s) awarded as a result of this RFP will be for an initial term of four (4)
years. The University may, at its sole discretion, extend or renew the contract for up to four (4)
additional one-year periods under the same terms and conditions. The University also reserves the right
to engage additional suppliers to provide the services described in this RFP, as deemed necessary.

Price Protection
Pricing shall remain firm for the initial four (4) year term. For each renewal period, the supplier may
request an annual rate adjustment not to exceed the lesser of three percent (3%) or the applicable CPI.
Requests must be submitted in writing to UC San Diego at least sixty (60) days prior to the contract
anniversary date, accompanied by supporting documentation. UC San Diego may accept, negotiate, or
deny any request. Approved changes take effect on the contract anniversary date. Rates may be
adjusted at any time to UC San Diego’s benefit.

Any contract awarded pursuant to this RFP will be in writing and will incorporate the RFP requirements
and specifications, as well as the contents of the Supplier’s Proposal as accepted by the University.

matters related to this RFP. This office is exclusively authorized to change, modify, or clarify the
specifications, terms, and conditions of this RFP and any resulting agreements. All questions and

E. Description of Services
Suppliers are invited to provide troubleshooting, overhaul, and annual maintenance inspections. These
services shall include all parts, materials, equipment, labor, and travel/accommodation necessary to
complete the work. All replacement parts must be OEM or equivalent, considering design,
