RFP 23-309 - Behavioral Health Parity Analysis

Background and Overview

OMH is seeking proposals from qualified vendors to conduct a parity analysis of the behavioral health benefits offered by health plans operating in New York State. The purpose of this analysis is to evaluate compliance with MHPAEA and to identify any disparities in benefits and coverage for behavioral health services compared to medical and surgical services.

The Vendor must have experience in conducting health plan compliance and benefits analyses, specifically in the area of mental health and substance use disorders. The vendor must also have experience working with large datasets and providing data-driven recommendations for plan improvement. Additionally, the vendor must have experience working with government agencies and complying with all applicable regulations and requirements. The vendor must demonstrate its capacity to provide timely and accurate deliverables, meet project deadlines, and communicate effectively with all stakeholders.

All questions and requests for clarification of this RFP should cite the particular RFP Section and paragraph number where applicable and must be submitted via email to william.gwynn@omh.ny.gov by June 9, 2023 at 3:00 p.m. EST.

The comprehensive list of questions and responses will be posted to the NYS Contract Reporter Ad for this solicitation and notice of such posting will be distributed by email to all Vendors known to OMH who may be a potential Offeror.

Proposals must be submitted to william.gwynn@omh.ny.gov no later than June 28, 2023 at 3:00 PM EST.
