RFP #2027-2000-0004 Behavioral Health Services

The Department of Corrections, Division of Health and Rehabilitation Services (department), is statutorily responsible for providing behavioral health services to individuals in custody. Due to continued staffing shortages, and in order to provide constitutionally mandated services, the department is soliciting proposals from individuals or agencies to provide in-person and telehealth behavioral health services to individuals in custody statewide at all thirteen (13) department locations. The department seeks to maintain sufficient contract sources to meet ongoing statewide needs; therefore, this RFP allows for multiple awards. It is anticipated that at minimum two (2) and up to four (4) separate contracts may be awarded, contingent upon the receipt of a sufficient number of responsive proposals.

The department anticipates a total need of 21 Mental Health Clinicians (MHCs) in this solicitation. One MHC will be considered a “traveling” MHC, this individual would be based in an urban area within 50 miles of an airport and specifically providing in-person and telehealth behavioral health and substance use disorder services (SUD) at Anvil Mountain Correctional Center (Nome), Ketchikan Correctional Center (Ketchikan), and Yukon Kuskokwim Correctional Center (Bethel). Services at other department locations may be provided at the request of the Chief Mental Health Officer (or designee) on an as-needed basis.
