REQUEST FOR PROPOSALS
The City of Concord, New Hampshire wishes to engage the services of a qualified contractor to provide
basketball court renovation services for its Parks and Recreation Department, Grounds Division. Each
firm submitting a proposal must be lawfully engaged in the service of renovating outdoor basketball
courts in the State of New Hampshire and provide a current certificate of good standing from the
Corporate Division of the New Hampshire Secretary of State.
An overview and detailed specifications are provided later in the Request for Proposal (RFP).
Proposals must be received no later than 2:00 PM on April 30, 2025 from interested firms, to be eligible
for consideration by the City. Proposals may be submitted in hard copy to the Purchasing Manager,
Combined Operations & Maintenance Facility, 311 North State Street, Concord, NH 03301 and must be
clearly marked,

Requests for Proposals may be issued only by the Purchasing Manager, or his designee, to authorized
firms, and are not transferable unless authorized by the Purchasing Manager.
A mandatory pre-proposal conference will be held on April 14, 2025 at 11:00 am. Please meet at the
White Park Basketball Court, 1 White St., Concord, NH 03301.
Complete copies of RFP 13-25 are available from the Purchasing Division, City of Concord, Combined
Operations & Maintenance Facility, 311 North State Street, Concord, NH 03301 (603-230-3664) or on-
line at www.concordnh.gov/purchasing.
All proposals received will be considered confidential and not available for public review until after
a contract has been awarded.
The City reserves the right to reject any or all proposals or any part thereof, to waive any formality,
informality, information or errors in the proposal, to accept the proposal considered to be in the best
interest of the City, or to purchase on the open market if it is considered in the best interest of the City to
do so. Failure to submit all information called for and/or submission of an unbalanced proposal are
sufficient reasons to declare a proposal as non-responsive and subject to disqualification.

I. STATEMENT OF WORK
INSTRUCTIONS TO PROPOSERS
1. EXPLANATION TO PROPOSERS
Any explanation regarding the meaning or interpretation of the proposal must be requested in writing
with sufficient allowance of time for receipt of reply before the time of proposal opening. Any such
explanations or interpretations shall be made in the form of addenda to the documents and shall be
furnished, by the Purchasing Division, to all proposers who shall acknowledge all addenda with their
proposals. Oral explanations and interpretations made prior to the proposal opening shall not be
binding. Requests for explanations should be addressed to Tina M. Waterman, Purchasing Manager,
City of Concord, 311 North State Street, Concord, NH 03301; twaterman@concordnh.gov.
2. PROPOSERS' UNDERSTANDING
Offerors shall visit the work site to familiarize themselves with pertinent local conditions such as
location, character, and accessibility of the site, availability of facilities, location and character of
existing work within or adjacent thereto, labor conditions, etc. The City of Concord shall make
available to all prospective Offerors, previous to the receipt of proposals, information that it may have
as to extraordinary site conditions at the work site. Such information shall be given, however, as the
best factual information available without the assumption of responsibility for its accuracy or for any
conclusions that the CONTRACTOR might draw therefrom.
Offeror shall visit the locations of all work to be performed, and a submitted proposal shall be
considered as evidence that the Offeror has done so.
3. PROPOSAL REQUIREMENTS
Security required for proposals in excess of $125,000. A bid bond equal to 10% of the contract price
shall be submitted with the proposal and failure to submit same may be cause for rejection. The
Offeror, at their option shall furnish a certified check, drawn by a New Hampshire bank, cash or bid
bond as security in the amount required. Security submitted by unsuccessful Offerors will be returned
as soon as practicable after the opening.
The successful Contractor will be required to provide Payment and Performance Bonds equal to 100%
of the contract price within 10 days of the Notice of Award and prior to, or at contract execution.
4. GUIDELINES FOR PROSPECTIVE CONTRACTORS
It is the policy of the CITY that contracts are awarded only to responsible Offerors. In order to
qualify as responsible, a prospective CONTRACTOR must meet the following standards as they
relate to this request:
a) Have the adequate financial resources for performance or have the ability to obtain such
resources as required during performance;
b) Have the necessary experience, organization, technical and professional qualifications, skills
and facilities;
