Jacob St. This public works project is supported by federal award number SLFRP2005, awarded to the City of Visalia by the US Dept of the Treasury. NOTICE OF REQUEST FOR PROPOSALS
PLAYGROUND SHADE STRUCTURE DESIGN & INSTALLATION SERVICES AT

RFP 23-24-12D Houk Park, 2640 W. Royal Oaks Dr.
RFP 23-24-12E Whitendale Park, 500 W Beech Ave.
RFP 23-24-12F Stonebrook Park, 1200 W. Hemlock Ave.
RFP 23-24-12G Sunset Park, 5743 W. Lisendra Dr.
SEALED PROPOSALS will be received by the Purchasing Division located at 707 West Acequia, Visalia, CA 93291, until
2:00 p.m. on Thursday, April 11, 2024, for Playground Shade Structure Design & Installation Services at various parks
listed above. Interested Proposers must submit proposals for each park separately.
Two mandatory conferences have been scheduled for these projects as follows:
Wednesday, March 27, 2024, and
Thursday, March 28, 2024
Interested Proposers are required to attend at least one of the mandatory meetings to be considered eligible to propose
on each project. Each meeting will begin at 10 a.m. at Visalia City Hall, 707 W. Acequia Ave, Visalia, CA. At the
conclusion of the meeting, Proposers will have the opportunity to visit each park with the Project Manager. Transportation
will be the responsibility of the Proposer.
PROJECT COMPLETION: Contractor shall order playground shade structure equipment within ten (10) days of receiving
the Notice to Proceed and complete the project within sixty (60) working days after equipment has been delivered.
REQUIRED BONDS: Awarded Contractor shall be required to submit a Performance Bond in the amount of one hundred
percent (100%) of the agreement, as surety condition for the full, complete and faithful performance of the agreement. In
addition, Awarded Contractor shall be required to furnish a Labor and Materials Bond in the amount of one hundred
percent (100%) of the agreement if subcontractors are proposed to be used to complete this project.
LICENSE REQUIREMENTS: No bid will be accepted from a Contractor who is not duly licensed in accordance with the
provisions of Chapter 9, Division III of the State of California Business and Professions Code and has a current Class D-
34 Contractor’s license (minimum). See Section III for additional Department of Industrial Relations Requirements
applicable to this project.
PROJECT BUDGET/ENGINEER’S ESTIMATE: The City of Visalia does not provide an Engineer’s Estimate, however the
total approved budget for each park is approximately:

RFP 23-24-12B Provident Skate Park, $250,000
RFP 23-24-12C Village Park, $125,000
RFP 23-24-12D Houk Park, $150,000
RFP 23-24-12E Whitendale Park, $175,000
RFP 23-24-12F Stonebrook Park, $150,000
RFP 23-24-12G Sunset Park, $250,000
The above are estimates of the total project delivery costs for each park.
This project is supported, in whole or in part, by federal award number SLFRP2005, awarded to City of Visalia by the U.S.
Department of the Treasury. Federal Funds being utilized for this project are American Rescue Plan Act Funds (ARPA).
Proposals are required for the entire work.
TO OBTAIN SPECIFICATIONS AND BID DOCUMENTS: Electronic versions of plans, bid forms, and other contract
documents may be requested from the office of the Purchasing Division by calling (559) 713-4334, or by emailing your
request to purchasing@visalia.city. If documents do not exceed the email file size capacity, they will be emailed to
requestors, otherwise a USB drive containing the documents will be sent via U.S. mail free of charge. If documents are
requested to be shipped overnight via Fed-ex, the Contractor is responsible for all shipping charges incurred and will be
billed by the shipping company directly. Documents are also available at various builders’ exchanges.

PUBLIC WORKS CONTRACT: Notice is hereby given that these are Public Works Projects. Bidders/Contractors must be
registered with the California Department of Industrial Relations (DIR). In addition, contractors and subcontractors must
be currently registered and qualified to perform public work pursuant to CLC section 1725.5 to be qualified to bid, be listed
in a bid proposal, or perform any public work for the City. Proof of registration for each contractor and subcontractor is
required to bid.
These projects will be subject to all applicable State and Federal Wage Determinations for all trades. The wages are set
forth in the General Prevailing Wage Rates for this project, available at City of Visalia address and available from the
following website links: http://www.dir.ca.gov/dlsr/PWD/index.htm and https://sam.gov/content/wage-determinations.
Contractor must comply with all State and Federal regulations applicable to this contract, including prevailing wages.
Prevailing wages paid shall be the higher of the two agencies (State & Federal).
Awarded Contractor will be required to furnish electronic payroll records for project to the Labor Commissioner. The
Contractor must ensure that employees and applicants for employment are not discriminated against because of their race,
color, religion, sex or national origin.
THE CITY HEREBY AFFIRMATIVELY ENSURES that Minority Business Enterprises and Disadvantaged Business
Enterprises (DBE) will be afforded full opportunity to submit proposals in response to this notice. Individuals and/or entities
submitting bids/proposals to the City of Visalia will not be discriminated against on the basis of race, religious creed, color,
national origin, ancestry, physical or mental disability, medical condition, genetic information, marital status, gender, gender
identity or expression, age, sexual orientation, or military and veteran status in any consideration leading to the award of
contract.
The right is reserved by the City of Visalia to reject any or all proposals, to waive any irregularities or informalities not
affected by law, to evaluate the proposals submitted and to award the contract according to the proposal which best serves
the interests of said City.
