Dear Vendors,
The City of Salina, Kansas, hereinafter referred to as the “City,” is requesting proposals from
interested and qualified public entities, nonprofit entities, or private firms to establish a
contract for animal shelter management and operation services.
Sealed proposals will be accepted at the City Clerk’s Office until:
2:00 p.m. on September 10, 2026
Sealed proposals must be submitted to:

All proposals submitted in response to this Request for Proposals shall be received by the
deadline stated above and placed in a sealed envelope. The following marking shall be
placed on the outside front of the envelope:

The respondent’s name and address shall also be clearly indicated on the outside of the
envelope.
The City of Salina reserves the right to reject any and all responses.
REQUEST FOR PROPOSALS
Animal Shelter Management and Operation Services
I. Purpose
This Request for Proposals has been developed to facilitate the preparation of proposals for
animal shelter management and operation services and to establish the criteria by which
proposals will be evaluated.
The City of Salina owns an animal shelter facility and desires to contract for the
comprehensive management and operation of its animal shelter and related services.
The shelter facility, including the building, grounds, and limited equipment, is located at:
329 N. 2nd Street
Salina, Kansas
The facility is owned by the City of Salina and consists of approximately:
10,100 square feet of animal shelter space;
A 630 square-foot surgery suite; and
Outdoor dog exercise space.
The animal shelter intakes a range of 1800-2000 animals annually based on a 5-year average.
II. Description of Services
The services described in this RFP and in submitted responses shall apply only to the City of
Salina animal shelter operations and shall not include ancillary animal rescue operations
that a provider may separately engage in, unless expressly proposed and approved.

Should a proposer wish to conduct ancillary programs at the animal shelter, the proposal
must clearly differentiate those services and associated costs from the core services
requested in this RFP. If the proposer currently conducts or desires to conduct ancillary
services, the proposer shall provide a clear description of those services in its response.
A. City Responsibilities
The City will provide certain building maintenance and certain utilities at the Salina Animal
Shelter facility, including:
Major mechanical, electrical, and plumbing repair;
Water, sewer, and refuse collection; and
Internet connection, telephone, and fax service.
Note: Electricity service costs shall be the responsibility of the proposer.
B. Proposer Responsibilities
The selected proposer shall be responsible for the management and operation of the animal
shelter, including the following service areas:
1. Administration;
2. Animal husbandry;
3. Animal services programs;
4. Routine repair and regular facility maintenance;
5. Staffing, contractor, and volunteer management;
6. Veterinary care coordination;
7. Reporting and recordkeeping;
8. Public-facing shelter services; and
9. Compliance with applicable federal, state, and local requirements.

III. Scope of Services
A. Administration
The selected proposer shall:
1. Obtain and maintain appropriate shelter licensing from the State of Kansas.
2. Administer and operate consistent and uniform procedures and processes that
promote the health and safety of all animals, staff, volunteers, the public, and law
enforcement. This includes following all applicable federal, state, and local rules and
regulations related to shelter operations.
3. Maintain all records required by the State of Kansas for animals taken into custody,
including:
Date received;
Location where the animal was found or received;
Reason for custody;
Manner by which the animal was brought into custody;
Description of the animal; and
Final disposition of the animal.
4. Maintain appropriate office hours available to the public at the animal shelter for:
Receiving animals;
Releasing redeemed animals; and
Adoption of animals.
Public office hours should be maintained a minimum of five days per week and 40 hours per
week, including evening and weekend hours.
5. Maintain adequate staffing levels to carry out all responsibilities under the contract.
6. Accept all animals brought into the shelter by City of Salina Animal Control
representatives in connection with animal violations or quarantine for animal bites.
7. Accept animals relinquished to the shelter by City of Salina residents, except:
Animals in need of emergency veterinary care;

Animals that pose an immediate threat of spreading an infectious or
contagious disease; or
Animals that cannot be accepted due to insufficient shelter space where
acceptance would jeopardize the health or welfare of other animals or
personnel.
8. Honor all court orders relative to impounded animals, including euthanasia orders.
9. Collect and account for all fees associated with shelter operations.
10. Maintain financial records of all transactions at the animal shelter and permit the
City, at all reasonable times, to inspect and audit such records.
11. Provide the City with an annual report, including:
Financial report;
Intake numbers;
Placement numbers;
Average length of sheltering;
Euthanasia rates; and
Other relevant operational information.
12. Meet with the City quarterly during the first contract year and bi-annually for future
years, or upon request of either the City or shelter operator, to discuss animal shelter
operations.
13. Provide written shelter procedures and after-hours emergency contact information to
the Salina Police Department.
14. Be responsible for routine repair and regular maintenance of the facility.
15. Respondent is responsible for familiarity and compliance with all Salina City
ordinances. Salina Code 7-142 regarding pit bull dogs is attached for convenience.
16. All shelter employees shall be employed by shelter operator. Shelter operator is
encouraged to consider current Salina animal shelter employees for employment.
17. Provide a transition plan outlining the dates and milestones to respondent’s full
management and operation of the Animal Shelter on or before January 1, 2027.
18. Shelter operator shall maintain the shelter in compliance with all applicable federal
or state laws and regulations as well as City Codes. Shelter operator shall report any
violations to City within 48 hours of discovery.
