1.0 Intent
The City of Danville is seeking an Architectural and Engineering Firm to develop final,
construction drawings based on a conceptual plan created by a landscape architecture firm
for the site located at 231 Main Street (Parcel #20003).

Proposals will not be accepted both electronically and on paper. The Proposal
submitted with the most recent time stamp prior to the due date and time will be the
Proposal of record for Offeror. The City will only evaluate one Proposal per Offeror.

2.0 SCOPE OF WORK
The City of Danville is seeking proposals for Architectural and Engineering Services to
develop final construction drawings based on a conceptual plan created by a landscape
architecture firm for the site located at 231 Main Street (Parcel #20003). The vision for this
site is to create a vibrant space that offers food, beverage, and micro-retail opportunities for
entrepreneurs, while seamlessly integrating with Main Street Plaza. The project aims to foster
economic development by enhancing opportunities for small businesses, tourists, and
community members, and contributing to the revitalization of the downtown area.

Architectural and Engineering Services
• Design Development Coordination: Review and integrate the landscape architect’s
design into the architectural plans.
• Code Compliance: Ensure all designs meet local, state, and federal building codes.
• Construction Documents: Prepare detailed drawings and specifications for bidding and
construction.
• Permitting: Assist with obtaining necessary permits and approvals.
• Budget Creation: Provide an estimated cost for the final development
3.0 SUPPLEMENTAL GENERAL CONDITIONS
3.1 Compliance: The Contractor shall comply with the provisions of the following:
This procurement process is governed by the “PROCUREMENT CODE OF THE
CITY OF DANVILLE, VIRGINIA”. Copies of the Procurement Code may be obtained
by writing the City of Danville, Purchasing Department, PO Box 3300, Danville,

3.2 Award:
A selection committee shall review and evaluate all proposals received in accordance
with the evaluation criteria published in this Request for Proposal. After each
proposal has been evaluated, the City will select, in order of preference, at least two
offerors deemed fully qualified, responsible, and suitable on the basis of their
professional competence and proposed services. These firms may then be invited to
participate in individual discussions and, where the City deems it beneficial, informal
interviews at which time each may be expected to elaborate on its qualifications,
approach, and staffing and to answer the questions of the selection committee. The
committee reserves the right to select the best-qualified firms without conducting
interviews.
At the conclusion of discussions, and on the basis of the published evaluation factors
and all information developed in the selection process, the City shall rank, in order of
preference, at least two offerors whose professional qualifications and proposed
services are deemed most meritorious. Negotiations shall then be conducted,
beginning with the offeror ranked first; if a contract satisfactory and advantageous to
the City can be negotiated at a price considered fair and reasonable and on terms
and conditions acceptable to the City, award shall be made to that offeror. If
negotiations with the offeror ranked first are formally terminated, negotiations shall
be conducted with the offeror ranked second, and so on, until a contract can be
negotiated at a fair and reasonable price or the City, in its sole discretion, elects to
cancel or resolicit.
The City reserves the right to reject any and all proposals, to waive any informality,
and to award the contract when it appears to be in the best interest of the City of
Danville. If the terms and conditions for multiple awards are included in this Request

for Proposal, the City may award contracts to more than one offeror as permitted
under the Virginia Public Procurement Act. The City is not responsible for
reimbursement of any costs associated with work undertaken by any firm to respond
to this RFP.
3.3 Evaluation
Proposals will be evaluated on:
• Experience with similar projects and with the IDA
• Team qualifications.
• Creativity.
• Understanding of the project and proposed approach.
• Cost competitiveness
3.4 Authority:
A. The Director of Purchasing as the designee of the City Manager has the sole
responsibility and authority for negotiating, placing, and when necessary
modifying each and every request for proposal, purchase order or other award
issued by the City of Danville. In the discharge of these responsibilities, the
Director of Purchasing may be assisted by assigned buyers. No other City
officer or employee is authorized to order supplies or services, enter into
purchase negotiations, or in any way obligate the government of the City of
Danville for any indebtedness. Any purchases contrary to these provisions and
authorities shall be void and the City shall not be bound thereby.
B. This procurement process, including withdrawal of Proposals and appeal or
protests, is governed by the “PROCUREMENT CODE OF THE CITY OF
DANVILLE, VIRGINIA”. Copies of the Procurement Code may be obtained by
writing the City of Danville Purchasing Department, 427 Patton St. Room 304,
Danville, Virginia 24541 and by downloading from the City’s website, Finance
Department, Purchasing Division. The City of Danville does not discriminate
against faith-based organizations.
3.5 Method of Proposal Submission:
A. Proposals will not be accepted both electronically and on paper. Each must
choose only one method of submission to avoid any confusion or duplication of
entries. The latest dated and time stamped proposal timely received by the
City will be the only proposal accepted and evaluated. No bid may be
considered if received after the time shown on the title page. The allowable
methods for submitting are electronic and paper submission.
B. Paper Submission: Proposals must be written in ink or typewritten. Envelopes
must be sealed and marked in the lower left-hand corner RFP 25-26-034 “A/E

on the title page.

C. Electronic Submission: Offerors who choose to submit their Proposals
electronically must ensure that they are registered on eVA at
https://eva.virginia.gov Proposals can be found under the Business
Opportunities Tab > Virginia Business Opportunities (VBO). Search RFP 25-26-
034. When addenda are issued, suppliers that have submitted an electronic
response will have to RESUBMIT their response to the latest version of the
solicitation.
D. Proposers are expected to examine all instructions. Failure to do so will be at
the Proposer’s risk. Erasures or other changes must be initialed by the person
signing the proposal.

3.6 Permits
The Vendor shall, at his own expense, secure any business or
professional licenses, permits, or fees required by the City of Danville or
Commonwealth of Virginia.
3.7 Proposals Binding 90 Days:
Unless otherwise specified, all formal Proposals submitted shall be binding for
ninety (90) calendar days following bid-opening date.
3.8 Equal Employment:
During the performance of this contract, the Firm agrees as follows:
A. The Firm will not discriminate against any employee or applicant for employment
because of race, religion, color, sex, or national origin, except where religion,
sex, or national origin is a bona fide occupational qualification reasonably
necessary to the normal operation of the Firm. The Firm agrees to post in
conspicuous places, available to employees and applicants for employment,
notices setting forth the provisions for this non-discrimination clause.
