RFP #6195 ADULT RESIDENTIAL SOBER LIVING SERVICES

Project Description: 1.1 Introduction/Purpose
The Ventura County Probation Agency (VCPA) (hereinafter referred to as County) invites your organization to submit a written proposal to provide Adult Residential Sober Living Services in Ventura, Oxnard, Santa Paula, Fillmore, Thousand Oaks, and Simi Valley locations of Ventura County. Proposals shall be due no later than 3:00 p.m. on December 13, 2024, for the furnishings of services in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof.
Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents. County reserves the right to make an award to multiple Offerors in order to reasonably provide services.
1.2 Background
Historically, Ventura County has provided contracted services for sober living services for the community, of which the Probation Agency has contracted with offerors to provide twenty-five (25) beds for the clients they serve. In response to an increased need within the community, Probation is seeking to contract for an additional (15) beds from one or more offerors throughout the County. This expansion will not only support more Probation clients but also align with the County’s Strategic Plan by assisting with the opioid crisis, homelessness, and lifting the most vulnerable.
Contracted offerors will work with Probation Officers, probationers, and justice partners to facilitate and provide sober living services for clients in the justice system or in a Court diversion program. Probation will provide for the first 90 days for each referred and accepted client into the sober living program to assist clients in transitioning into self-sustaining living after 90 days. Offerors would prioritize probation clients up to the contracted bed amount.
1.3 Action Dates
The following is an outline of the anticipated schedule for the proposal review and contract award.

Last day for questions November 29, 2024 at 5:00 p.m.
Proposals Due December 13, 2024 at 3:00 p.m.
Evaluation-award January 2024
