Task/Project
I. General
The Town of Christiansburg ("Town") is seeking Expressions of Interest ("EOI") from qualified consulting
engineering firms to provide professional engineering term services for stormwater on-call services, consisting of
assigned tasks covering a broad range of stormwater planning, roadway design, traffic engineering,
survey/mapping/right-of-way, and grant and funding support services, including services from allied disciplines,
issued to the selected firm(s) by individual Task Order as needs arise. The full scope of services is described in
Section III of this RFP.
The Town intends to select one or more firms to provide these services using the Competitive Negotiation procedure
for professional services set forth in the Virginia Public Procurement Act ("VPPA"), Code of Virginia 2.2-4302.2,
and the architectural/professional engineering term contracting provisions of Code of Virginia 2.2-4303.1. The
resulting contract(s) will have a maximum total term of four (4) years, as described in Section IV of this RFP.
The Town reserves the right to accept or reject any or all EOIs received in response to this Request, to negotiate
with any qualified firm, and to modify, cancel, or reissue this Request for Proposals, in whole or in part, if the Town
determines it is in its best interest to do so. This Request does not commit the Town to reimburse any cost associated
with the preparation or submission of an EOI.
The Town reserves the right to alter the project delivery method or task assignment approach at any time during the
contract term. Any such change will be implemented through an additional Task Order or supplemental agreement,
with corresponding adjustments to scope and compensation, consistent with Section 5.5 (Contract modifications,
amendments, and change orders) of the Town of Christiansburg Procurement and Surplus Property Manual.
A firm submitting an EOI as a Prime Consultant shall not also serve as a subconsultant on any other team that
includes the same Prime Consultant's personnel or affiliated firms.

The Expression of Interest ("EOI") submitted in response to this RFP constitutes the offeror's proposal for purposes
of the Virginia Public Procurement Act and the Town of Christiansburg Procurement and Surplus Property Manual,
and the terms "EOI" and "proposal" are used interchangeably throughout this RFP and its attachments to refer to
that submission.
II. Procurement Schedule
The anticipated schedule for this procurement is as follows. All dates are subject to change at the Town's discretion;
any change will be posted in the same manner as the original solicitation.

Questions received after that date may not be answered prior to the EOI due date.
III. Scope of Service
The selected firm(s) shall provide professional stormwater engineering services on an as-needed, task order basis.
The scope of services listed below represents the anticipated range of work; however, the Town reserves the right to
issue task orders for additional stormwater-related professional services consistent with the contract. There is no
guarantee that any projects, contracts, or task orders will be identified for this RFP.
All work shall be performed by a licensed professional engineer registered in the Commonwealth of Virginia.
Services that require architectural, land surveying, or other licensed professional services shall be provided by
appropriately licensed individuals.
A. Stormwater Management Planning, Regulatory Compliance, and Plan Review
Support for the Town's MS4 Program Plan and regulatory obligations, including program development, annual
reporting, outfall mapping, illicit discharge detection/elimination, and TMDL action plan development and
compliance tracking. Includes Stormwater Pollution Prevention Plan (SWPPP) preparation, review, and updating for
municipal facilities and for land-disturbing activities requiring coverage under the VPDES Construction General
Permit (CGP) or requiring stormwater management compliance under the Town's Land Disturbance Permit
requirements. Also includes VESMP and erosion and sediment control plan review, inspection support, and
stormwater management review for private land development and construction activities, in accordance with the
Virginia Erosion and Stormwater Management Act and applicable state permits.
B. Drainage Studies and Hydrologic/Hydraulic Analysis
Watershed and drainage studies, hydrologic and hydraulic modeling, floodplain analysis and floodway delineation,
FEMA Flood Insurance Study and Letter of Map Revision (LOMR) support, capacity and level-of-service
evaluations, and investigation of localized flooding and drainage deficiencies.
C. Stormwater Facility and BMP Design
Planning, design, and construction document preparation for new and retrofit stormwater management facilities and
BMPs, drainage conveyance systems, stream restoration and channel stabilization, and green infrastructure/low

impact development solutions, including cost estimating and construction phase support as needed. Includes analysis
of existing stormwater management facilities and regional stormwater facility capacity accounting and design.
D. Inspection, Maintenance, and Asset Management Support
Inspection support for stormwater facilities, BMPs, and drainage infrastructure; condition assessment of pipes,
culverts, and structures; asset management and GIS inventory support; and preparation of operation and
maintenance documentation.
E. Survey, Mapping, and Right-of-Way
Survey, easement, and right-of-way support associated with stormwater projects, including mapping, plats, and
utility coordination.
F. Environmental and Permitting
Environmental review and regulatory permitting support, including wetland and surface water delineation, Section
404/401 and joint permit application (JPA) preparation and coordination with the U.S. Army Corps of Engineers and
DEQ, floodplain development permit support, and threatened and endangered species and cultural resource
coordination as needed.
G. Grant and Funding Support
Assistance identifying, applying for, and administering grant and funding opportunities for stormwater projects,
including cost-benefit analysis and project prioritization.
IV. Contract Term and Compensation Limits
This procurement will be conducted, and the resulting contract(s) will be structured, as an architectural/professional
engineering term contract for multiple projects under Code of Virginia 2.2-4303.1 and Section 3.5 (Term
Contracts) of the Town of Christiansburg Procurement and Surplus Property Manual. The following limits apply and
may not be exceeded:
* Initial Term. The initial contract term shall be one (1) year from the date of contract execution / Notice to
Proceed.
* Renewals. The contract may be renewed for up to three (3) additional one-year terms at the sole discretion
of the Town, for a maximum total contract term, including all renewals, of four (4) years.
* Annual Compensation Limit. The sum of all task orders / projects performed under the contract in any one-
year contract term shall not exceed $2,500,000.
* Per-Task Limit. The fee for any individual task order or project shall not exceed $500,000.
* No Carryover. Any unused portion of the annual compensation limit from one contract term shall not be
carried forward to any subsequent term.
* Basis of Compensation. Compensation for each task assignment will be based on hourly billable rates
negotiated at contract award. Hourly billing shall be for actual work performed. Hourly billable rates shall
be fair and reasonable, as determined by the Town, consistent with Section 3.5 of the Procurement and
Surplus Property Manual.
* Multiple Awards. The Town may award contracts to more than one firm. Where multiple awards are made,
the Town has established the following criteria, consistent with Section 3.5.1 of the Procurement and
Surplus Property Manual, for distributing individual task assignments among the selected firms: (a)
expertise, equipment, and experience relevant to the specific task; (b) past performance on similar tasks; (c)
order of ranking from the original EOI evaluation; (d) availability to complete the task in a timely manner,

Note: The four-year maximum term stated above (Item 2) matches the maximum currently permitted under Code of
Virginia 2.2-4303.1. The compensation limits in Items 3 and 4 above, however, are not the statutory maximum;

(Section 3.5). Offerors should not assume renewal of the contract in any given year; renewal is at the sole

including current workload; and (e) other criteria appropriate to the specific task. No firm shall be required
to compete for individual task assignments on the basis of price.

V. Expression of Interest: Submittal Requirements
The Expression of Interest ("EOI") shall be organized in the following order:
* Transmittal Letter
* Table of Contents
* Understanding of Scope of Work
* Standard Form (SF) 330 Part I (one combined submission for the project team)
* Standard Form (SF) 330 Part II (one for each firm on the proposed team)
* Response to RFP Expression of Interest Items (numbered items below)
* Firm Data Sheet (Attachment A)
* SWaM Commitment and Confirmation Letter (if applicable)
* A list of names and detailed addresses of all affiliated and/or subsidiary companies
* Certification Regarding Debarment (Attachments B and C)
* A table or matrix containing the registration/licensing information requested in Item 13 below
* Full-size copies of Commonwealth of Virginia SCC and DPOR supporting registration/licensing
documentation for each firm (including each pertinent branch office)
* Full-size copies of Commonwealth of Virginia DPOR registration certificates for the Key Personnel
Offerors should provide all services in-house or through collaboration with other professional engineering firms to
perform the full range services identified in the scope of services. Offerors shall furnish a current SF 330 Part II for
each firm involved, and one (1) combined SF 330 Part I for the project team, following the instructions on the form
except as modified below:
1. Organizational Chart. As referenced in SF 330 Part I, Section D, include a one-page organizational chart
showing all firms on the proposed team (prime and subconsultants) and identifying key personnel
assignments and responsibilities.
2. Key Personnel Resumes. In SF 330 Part I, Section E, include resumes for KEY PERSONNEL ONLY,
meaning those individuals to whom the contract will actually be assigned and who will perform the
management, inspection, administrative, and/or design services described in this RFP. Each resume shall be
limited to one page, in a font no smaller than 10 point. All individuals identified as key personnel shall
remain on the Offeror's team throughout the procurement process and, if awarded, for the duration of the
contract, absent extraordinary circumstances approved in writing by the Town's Project Manager.
Unauthorized substitution of key personnel during the procurement process may result in elimination of the
Offeror's team from further consideration.
3. Example Projects. In SF 330 Part I, Section F, limit example projects to no more than five (5) best
illustrating the proposed team's qualifications for this contract, one page per project. This section, along
with Section H below, are the only sections of the EOI that may include photographs or graphics (counted
within the applicable page limits).

Evaluation Criterion Scale Weight

4. Key Personnel Participation in Example Projects. In SF 330 Part I, Section G, limit example projects to the
same five (5) listed in Section F, showing each key individual's role on each project.
5. Additional Information. In SF 330 Part I, Section H (limited to 5 pages, 10-point font minimum), describe
the organization of the proposed project staff, including the role of each individual and each proposed
subconsultant; a plan to assure the Town that the staff proposed will be available for the services requested;
a description of relevant computer, CADD, and specialized software resources; and, in no more than one
page, the firm's ability to respond promptly to task assignments, manage multiple concurrent tasks, and
complete work on accelerated schedules.
6. Qualifications and Resources Summary (2 pages or less). A summary of the Offeror's qualifications and
resources to perform the scope of work described in Section III.
7. Subconsultant Integration and Quality Approach (2 pages or less). A description of the team's approach to
integrating subconsultants into assigned tasks, assuring quality of work products from both prime and
subconsultants, and meeting required schedules.
8. Current Workload (1 page). Information regarding the firm's current workload and its ability to meet the
anticipated schedule for this contract.
9. Additional Information (up to 2 additional pages, beyond the limits listed above).
10. List of Affiliated and/or Subsidiary Companies, with detailed addresses, indicating which are subsidiaries.
An Offeror (prime) shall not submit more than one EOI in response to this RFP; if more than one EOI is
submitted by an individual, partnership, corporation, or any party to a joint venture (including through an
affiliate or subsidiary), all such EOIs shall be disqualified.
11. Certification Regarding Debarment (Attachments B and C), executed by the prime consultant and each
subconsultant, as applicable.
12. Small, Women-, and Minority-Owned (SWaM) Participation Information, as described in Section VII
below, including any subcontracting commitment and confirmation letters.
13. Registration and Licensing Documentation. For each firm on the proposed team (prime and subconsultants)
offering or practicing professional services in Virginia, evidence of (a) Virginia State Corporation
Commission registration, (b) Virginia Department of Professional and Occupational Regulation (DPOR)
registration for each office, and DPOR licensure for each key individual, and (c) for any services not
regulated by the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior
Designers, and Landscape Architects (e.g., real estate appraisal), the applicable business name, address,
registration type, registration number, and expiration date, presented in a concise table or matrix, with
supporting documentation attached (not counted against the page limits above).
14. Non-Professional Subcontracted Services. If the prime consultant or a subconsultant does not have in-house
capability to provide non-professional services with an estimated cost of $5,000 or greater (e.g., diving
services, soil drilling, sampling, or laboratory testing), such services must be identified in the EOI and,
once a contract is executed, subcontracted in accordance with the Town's procurement procedures.
All information must be submitted as a single, cohesive, searchable PDF file, following the submittal instructions
and formatting requirement set forth in Section IX. Please do not duplicate information furnished in SF 330 Parts I
and II elsewhere in the submittal.
VI. Evaluation Criteria
EOIs will be evaluated by an evaluation panel using the following criteria and weights. The Town may, at its
discretion, conduct interviews or request presentations from two or more Offerors determined to be fully qualified
before establishing a final ranking for negotiation, consistent with Section 3.2.1 of the Procurement and Surplus
Property Manual.

Following evaluation, the Town will rank, in order of preference, the Offerors whose professional qualifications and
proposed services are deemed most meritorious and will proceed to negotiate a fair and reasonable price with the
top-ranked Offeror(s), consistent with Section 3.2.1 of the Procurement and Surplus Property Manual and Code of
Virginia 2.2-4302.2.
VII. Small, Women-, and Minority-Owned Business (SWaM)
Participation
The Town encourages the maximum practicable participation of Small, Women-, and Minority-Owned (SWaM)
businesses, consistent with the Governor's Executive Order then in effect regarding SWaM procurement and Code
of Virginia 2.2-1604 et seq. Because the specific Executive Order number and its participation targets are subject
to change with each gubernatorial administration, Offerors should confirm the current order and the current SWaM
certification requirements with the Virginia Department of Small Business and Supplier Diversity (DSBSD) at
www.sbsd.virginia.gov prior to submitting an EOI.
Offerors are encouraged to take all necessary and reasonable steps to ensure that SWaM firms have the maximum
opportunity to compete for and perform services on this contract, including participation in any subsequent Task
Orders, and are encouraged to contact SWaM firms directly to solicit their interest, capability, and qualifications.
Any agreement between an Offeror and a SWaM firm whereby the SWaM firm agrees not to provide services to
other Offerors is prohibited.
If any portion of the services is to be subcontracted to a certified SWaM firm, the EOI shall include (a) written
documentation of the prime's commitment to the SWaM firm, describing the services to be performed and the
percentage of participation, and (b) written confirmation from the SWaM firm of its participation, describing the
services to be performed and the percentage of participation. Any SWaM firm must be certified by DSBSD prior to
the EOI submission deadline.
The Town does not discriminate against an Offeror because of race, religion, color, sex, national origin, age,
disability, or any other basis prohibited by state or federal law relating to discrimination in employment or
contracting.
VIII. Administrative Requirements
A. Business Registration and Professional Licensure
Prior to EOI submittal, all business entities (other than sole proprietorships) must be registered with the Virginia
State Corporation Commission (www.scc.virginia.gov). Foreign professional corporations and foreign professional
limited liability companies must possess a Certificate of Authority to render professional services in Virginia. Firms

and branch offices offering architectural, engineering, land surveying, or landscape architecture services in Virginia
must be registered with the Virginia Department of Professional and Occupational Regulation (DPOR), and each
office rendering such services must have at least one full-time resident professional in responsible charge who is
licensed in the applicable profession at that office.
B. Immigration Compliance
The Town will not consider for award any Offeror, or consent to subcontracting to any subconsultant, in violation of
the Federal Immigration Reform and Control Act of 1986, which prohibits the employment of unauthorized aliens.
The Contractor shall comply with Code of Virginia 2.2-4311.1 regarding immigration law compliance during
performance of the contract.
C. Insurance
The awarded firm(s) shall maintain Workers' Compensation, Employer's Liability, Commercial General Liability,
Automobile Liability, and Professional Liability/Errors and Omissions insurance coverage as required by the Town,
consistent with Section 5.8 of the Procurement and Surplus Property Manual and Code of Virginia 2.2-4332 and
65.2-800 et seq. The Town shall be named as an additional insured on Commercial General Liability coverage.
Certificates of insurance shall be furnished prior to commencement of work.
D. Nondiscrimination, Drug-Free Workplace, and Prompt Payment
The resulting contract(s) will include the mandatory provisions required by Code of Virginia 2.2-4311
(nondiscrimination), 2.2-4312 (drug-free workplace), and 2.2-4354 (prompt payment to subcontractors), consistent
with Section 5.9 of the Procurement and Surplus Property Manual.
E. Ethics and Debarment
Offerors and their principals must certify, using Attachments B and C, that they are not currently debarred,
suspended, or proposed for debarment by any state or local governmental entity, and have not been convicted of, or
had a civil judgment rendered against them for, the offenses described in those attachments. Providing false
information may result in criminal prosecution or administrative sanctions and disqualification from award,
consistent with Article VII (Debarment) and Article X (Ethics in Public Contracting) of the Procurement and
Surplus Property Manual.
F. Method of Payment
Compensation for each task assignment shall be determined in accordance with the Basis of Compensation set forth
in Section IV above.
All firms submitting an EOI (prime consultants, joint ventures, and subconsultants) must have internal control and
accounting systems adequate to support the billable rates and costs charged to the Town.
G. Protest of Award
Any Offeror wishing to protest the award of a contract resulting from this RFP shall submit such protest in writing
to the Town no later than ten (10) calendar days after public announcement of the award, consistent with Article
VIII of the Procurement and Surplus Property Manual and Code of Virginia 2.2-4360. Public announcement of the
award will be posted on the Town's website.
H. Public Access to Procurement Records
Procurement records relating to this solicitation are subject to the Virginia Freedom of Information Act (Code of
Virginia 2.2-3700 et seq.), except that cost estimates prepared by or for the Town shall not be open to public
inspection until after contract award, and trade secrets or proprietary information properly identified by an Offeror
shall be protected from disclosure to the extent permitted by Code of Virginia 2.2-4342(F).

IX. Submission Instructions
Proposals must be submitted by the date and time specified on the cover page and in Section II (Procurement
Schedule) of this RFP. Late proposals will not be considered and will be returned unopened. Firms bear full
responsibility for timely delivery. The Town assumes no responsibility for delays caused by mail, courier, or any
other delivery service.
Proposal Requirements
Electronic or mailed hardcopy proposal submittals are accepted for this proposal, with the entire submittal in a
single cohesive PDF file. Submittals shall be prepared simply and economically, providing a straightforward,
concise description of the firm's capabilities to satisfy the requirements of the RFP. Emphasis should be on
completeness and clarity of content. Elaborate brochures and other representations beyond that sufficient to present
a complete and effective proposal are neither required nor desired. All text in the PDF file shall be searchable using
Adobe Acrobat software except within illustrations and scanned registration documents.
To submit a hardcopy proposal through courier service/mail, envelopes should be addressed to Town Hall (100 East
Main Street, Christiansburg, VA 24073). Mailed or hand delivered proposals should be submitted in an envelope
