RFP #24-04 - AB109 PROGRAMS AND SERVICES FOR THE PROBATION DEPARTMENT
Statement of Purpose The San Joaquin County Probation Department (SJCPD) and the Community Corrections Partnership (CCP) seeks to competitively fund organizations to deliver evidenced-based practices that achieve measurable positive outcomes impacting the well-being of justice involved individuals and that contribute to a reduction in recidivism. Each proposal must thoroughly explain how it meets or exceeds the service and deliverable expectations specified in the Request for Proposal (RFP). Awards will be made based on the greatest overall benefit to the County. Funding Amount and Agreement Duration The total amount of funding available through this RFP is $6,000,000 and no funding limitations will be placed on any single proposal submission. All funding decisions made on the basis of this RFP are subject to continued availability of State Realignment funding. It is important for applicants to be aware that State Realignment funding is partly based on sales tax revenue, and that this may decline in the future from its current level. No County general funds are available to make up any potential shortfall in AB109 service funding, and so AB109-funded staffing and service levels may decrease over time. ****************************************************************** The County intends to fund evidence-based services in the following service areas: 1. In-custody/Reintegration Services: Individualized support for successful community reintegration, including peer navigation services, case plan support services, and management to address barriers to reentry. 2. Housing Services: Emergency short term housing, transitional housing, permanent housing solutions, rent and move-in assistance, sober living environments, and residential treatment facilities. 3. Workforce Development and Vocational Training Services: Basic life skills; job/professional development, interview practice and coaching; training in transferable vocational skills and career exploration and goal setting; job placement and coaching for job retention and promotion. 4. Programs for Families and/or Women: Programs and services addressing family management, counseling, communication, relationships, childcare, and other unique needs. 5. Prosocial and/or Innovative Services: This service area will support pro-social and innovative activities that may not raise to the level of evidence-based services, but which shows promise based on limited evaluation and outcome data. All services must respond to the needs of the stated target population and must be provided within the overall service program framework described in the request for proposals. All services are expected to include a focus on cognitive/behavioral strategies targeting primary criminogenic needs (i.e. criminal personality; antisocial attitudes, values and beliefs; criminal peers; and low self-control), and to utilize motivational enhancement to increase participant engagement. Note: In-Custody services will need to be somewhat flexible in the delivery of services. The schedule is determined by the Sheriff’s Department and will need to be negotiated prior to executing an agreement. Staff and their direct supervisors will need jail clearance approved by the Sheriff’s Department prior to entering any custody setting. Being selected to provide services under this RFP does not constitute jail access or clearance.
