Description:

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Sigonella, on behalf of the Forward Deployed Regional Maintenance Center (FDRMC), is issuing this follow-up Request for Information (RFI) to continue market research for large ship repair and maintenance services at Naval Station Rota, Spain.

The primary purpose of this new RFI is to share a draft Statement of Work (SOW) with industry. We invite all interested vendors to review the attached draft SOW and provide feedback, comments, and recommendations. This feedback is highly valued and may be incorporated into the final SOW for a future solicitation.

Your insights will help the U.S. Government refine its requirements and develop a more effective acquisition strategy. We are particularly interested in feedback related to:

  • The clarity, feasibility, and completeness of the requirements outlined in the draft SOW.

  • Potential challenges, risks, or barriers to performance that may not have been fully addressed.

  • Industry best practices, innovative solutions, or alternative approaches that could improve efficiency and effectiveness.

  • The realism of performance standards, reporting requirements, and contractor qualifications.

Key Information:

  • This is NOT a solicitation. This is an RFI issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

  • No proposals are being requested. The Government will not accept proposals in response to this RFI. The Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.

  • Site Visit Update: A site visit was considered for this stage but will be postponed and is now planned to occur during the actual solicitation period, anticipated for posting December 2026.

Instructions for Response:

Interested parties are encouraged to submit written feedback on the attached draft SOW. While there is no prescribed format, please clearly reference the SOW section and paragraph number for each comment or recommendation to ensure clarity.

Please submit all responses and questions electronically to [nelson.j.arias.civ@us.navy.mil] by the deadline specified in this notice.

Thank you for your interest and participation in this important market research effort.
