RFP # 1851 – Purchase of Delinquent Municipal Tax and Sewer Use Liens

To: All prospective Proposers

Questions received and answers.

1. If this is a term contract subject to renewal, what is the term and the maximum number of

option periods?

Response: This is not a term contract. The purchaser has the option to purchase any

future unpaid tax and sewer use liens that are placed on the same properties awarded to

the purchaser pursuant to this RFP.

2. To what extent will the location of the bidder’s proposed location or headquarters have a

bearing on any award?

Response: The bidder's location is not a factor in the award of this RFP.

3. How are fees currently being billed by any incumbent(s), by category, and at what rates?

Response: The purchaser pays a single lump-sum amount, as agreed upon between the

purchaser and the City, consisting of the face value of the liens being purchased, all

accrued statutory interest, applicable fees, and any premium offered by the purchaser.

Upon assignment of the liens, the City shall have no further financial interest in, or

responsibility for, the collection or enforcement of the assigned liens.

4. What estimated or actual dollars were paid last year, last month, or last quarter to any

incumbent(s)?

Response: As of the date of publication of the RFP, none of the liens included in the RFP

have been paid. The successful bidder will be provided an updated list of any liens paid

prior to closing.

5. Please reconfirm the due date for this procurement by providing it in response to answers

to questions.

Response: All proposals must be submitted no later than 3:00 P.M. EDT, Wednesday,

August 12, 2026.

6. Can you please provide greater explanation of your expectations related to any required

subcontracting to minority-owned, women-owned, or other types or categories of small

or disadvantaged businesses? For example, what is required with the proposal, and what

is required to comply during the term of the contract?

Response: Bidders must comply with all applicable requirements of the RFP, including

the non-discrimination provisions set forth on Page RFP-3 and in Section 10 of the

Agreement, entitled "Representations and Covenants by the Purchaser."

7. Are bidders permitted to deviate in any way from any manner of quoting fees you may be

expecting? For example, if there is a pricing page in the RFP, can bidders submit an

alternate fee structure? If there is no pricing page in the RFP, do you have any preference

for how bidders should quote fees or can bidders create their own pricing categories?

Response: The proposal must be in an amount at least equal to the face value of all liens

the proposer intends to purchase. Proposers may offer a premium above the face value of

the liens to make their proposals more competitive during the bidding process. The

properties listed in Attachment A-1 constitute a bulk package. Proposers must submit a

bid for the entire package and may not bid on individual properties within Attachment A-

1. The properties listed in Attachment A-2 may be bid on individually; proposers may

indicate the specific properties listed in A-2 that they wish to purchase and either submit

a single lump-sum bid covering those selected properties or provide an individual bid

amount for each property.

8. Please describe your level of satisfaction with your current or recent vendor(s) for the

same purchasing activity, if applicable.

Response: Not Applicable.
