The County intends to create a short list of Offeror(s) whose proposals have been determined to be the "Best Value" to the County. This short list of Offer(s) will be contacted to participate in a RFP process should the County pursue the opportunity. The term of this request for information shall be through June 30, 2026 unless Offerors include a term date. Offeror(s) understand this is only a Request for Information (RFI), a RFI is a process used to gather information from potential suppliers or vendors about their capabilities and offerings before making a purchasing or contracting decision. It helps organizations understand the available options and refine their requirements for subsequent steps like an RFP (Request for Proposal) or RFQ (Request for Quotation).

Dona Ana County is issuing this RFI to seek proposals for Public-Private Partnerships (PPPs or P3) related to evaluating, exploring, and/or implementing a desalination capability for clean drinking water in the Santa Teresa Industrial Park, Santa Teresa Port of Entry, and/or Chaparral areas of the County. Because desalination is a new concept for New Mexico and since this is not an official solicitation process, Offerors may submit multiple proposals for RFI consideration. The County may invite top submitters to provide an in-person or online presentation and to have further discussion. Once an RFP is ready the County may also enter into multiple partnerships as a result of this RFI, and may issue future RFIs related to water, wastewater, and desalination opportunities.

As climate change intensifies these challenges, traditional water management strategies are proving inadequate, highlighting the necessity for innovative and collaborative approaches to ensure that everyone has access to clean water.

In this context, PPPs have emerged as a transformative approach for enhancing water management and infrastructure development. By combining the strengths of government entities like Dona Ana County and private sector expertise, these partnerships can pave the way for sustainable solutions that address the pressing issue of water scarcity.

Dona Ana County seeks collaboration with private companies to partner together to advance the possibility of using brackish water to provide clean drinking water in one or more of the identified areas. These arrangements allow for shared risks and responsibilities, enabling more efficient service delivery and infrastructure development.
