Summary
Portage County Solid Waste is seeking a single contractor to help process single stream recyclables and municipal and demolition and construction wastes on behalf of the municipalities and businesses in Portage County at the Solid Waste Facilities located in Plover, WI. This equates to an average of 400 tons of recyclables each month and 2,324 tons of trash each month (seasonal fluctuations exist and there will be less in winter and more in summer). Supplementary InformationPortage County Solid Waste is looking to reduce redundancies by hiring a single contractor that will process both single stream recyclables and trash from Portage County residents and businesses. Currently, both commodities are being processed by separate contractors. At a minimum, the contractor must provide staff to adequately receive in and transport materials during the County’s receiving hours to maintain a smooth and safe operation. Receiving hours are Monday through Friday 7:30 am to 3:30 pm and Saturday 7:30 am to 11 am, however all waste must be weighed in a half hour prior to closing (3:00 pm Monday - Friday and 10:30 am on Saturdays.). We are closed on major holidays. The County owns two adjacent buildings and a truck scale. The Transfer Facility processes trash and currently holds the other County ran programs, i.e., electronic recycling, household hazardous wastes, waste oil, etc. These programs are overseen by County employees. Currently there is no compactor in the Transfer Facility but the capability to house one is available. The MRF has four loading docks and the capability to house sorting equipment, a large baler, a compactor, etc. See attached site map for more information on size and layout of buildings. Due to County commitments, the trash must be transported to either the Cranberry Creek Landfill in Wisconsin Rapids or the Marathon County Landfill in Ringle. The County does not currently have an agreement with a Material Recovery Facility (MRF) for its recyclables. Contractors can choose to utilize their own facility, utilize the County’s building for processing, or the County can contract with a local MRF. Tipping or processing fees from the landfill or MRF will be paid directly by the County. The current MRF operations contract expires December 31, 2023 and the Transfer Facility operations contract expires December 31, 2024. The County understands there is a lag in procuring large pieces of equipment and therefore interested parties will not be bound in their initial year to operate to their final designs/concepts. However, the contractor will need to come up with an interim solution until equipment can be installed and utilized.
