Request for Information:
The City of New Orleans by and through the New Orleans Aviation Board ("NOAB" or "Airport") submits
this Request for Information ("RFI") seeking information from qualified firms, platform providers,
concession technology companies, delivery service operators, and other industry participants with
experience developing, managing, integrating, staffing, and maintaining in-terminal mobile ordering,
pickup, and delivery services in airport, transportation, hospitality, retail, or similarly complex
environments.
This Request for Information (RFI) for the Development, Management, and Maintenance of an in-terminal
mobile ordering, pickup, and delivery service at Louis Armstrong New Orleans International Airport is not
subject to competitive procurement requirements. As such, The City of New Orleans CAO policy number
130 regarding protests to procurements does not apply to this RFI (see CAO Policy No. 130, II). The
NOAB has elected to use a proposal-submission process for its own convenience and in its sole discretion;
there is no applicable executive order, procurement rule or policy, or procurement law governing the
Request for Information for the Development, Management, and Maintenance of an in-terminal mobile
ordering, pickup, and delivery service at Louis Armstrong New Orleans International Airport.

Instructions:
Responses are currently due no later than Monday, June 29th , 2026 by 4:00pm.
Responses may be submitted electronically via the event in the City of New Orleans' Supplier Portal,
BRASS. Responses submitted via BRASS should be titled as follows: "[Name of Respondent] - RFI No.
4709 - Response. Additionally, responses may be submitted via email to NOAB Procurement at
procurement@flymsy.com (cc: Seth Leger, NOAB's City Purchasing Designated Official at
seth.leger@nola.gov). If submitting via email, the subject line should read as follows: "RFI No. 4709 - In-
Terminal Mobile Ordering - [Name of Respondent] - Response".
