LOW BARRIER HIV MEDICAL CARE
The County of San Diego (County) is issuing this Request for Information (RFI) 13177 to seek input from all interested
parties, agencies, and stakeholders regarding Low Barrier HIV Medical Care.
This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal or a promise
to issue a solicitation in the future. This request for information does not commit the County to contract for any supply or
service whatsoever. Respondents are advised that the County will not pay for any information or administrative costs
incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's
expense. Not responding to this RFI does not preclude participation in any future solicitations. It is the responsibility of the
potential respondents to monitor this request for additional information pertaining to this requirement.
The County reserves the right to use, without restriction, any information provided in response to this RFI. Please note that
all information provided in response to this RFI may be subject to disclosure under the California Public Records Act.

Thank you for your interest in responding to this RFI. The County of San Diego looks forward to your organization's
participation in this process.
OVERVIEW AND BACKGROUND
The Low Barrier HIV Medical Care is an evidence-based intervention to provide HIV care and treatment for persons living
with HIV with complex medical and social needs. As a health systems intervention, the Low Barrier HIV Medical Care
requires structural change to care delivery for a subset of high-need individuals. It addresses factors in the healthcare
environment, such as convenience and administrative hassle, and basic subsistence needs that lead some clients to postpone
HIV care. This structural approach is distinct from evidence-based interventions that seek to change individual patient
behavior related to care engagement and medication adherence and from clinic-wide interventions that seek to support all
patients in a conventionally organized medical setting.
The County is seeking feedback from community providers on the best approach for service delivery.
QUESTIONNAIRE:
1. What are some of the barriers that prevent clients from benefitting from HIV primary care?
2. In thinking about an ideal program setting, what does it look like? What does the facility look like? How do
clients enter? What is the client flow process?
3. In addition to HIV primary care, what other services must be available for clients? What are must-haves (ex.
primary care), should haves (ex. on-demand mental health services), and nice-to-haves?
4. What challenges or resource gaps would providers face in implementing a Low-Barrier, Low-Demand HIV care
model? What support would be needed to address them?
5. What didn't we ask about but should have? Any go-backs?
6. Do you have any additional comments/suggestions/input to provide?
