The TexasDepartment of Public Safety (TXDPS) is seeking current information to performmarket research related to innovative solutions to establish a single source oftruth for verified law enforcement and first responder identities across thestate. The Agency identity portal initiative is designed to address emergingthreats—including deepfake AI and sophisticated social engineering—whilemeeting evolving regulatory requirements. Agency identity portal willconsolidate identity management into a modern, secure, and privacy-respectingplatform that leverages password less authentication, blockchain-based identitywallets, full lifecycle governance, and federated integrations.
This RFI isissued solely for market research purposes to gather information on current andemerging technologies. The focus is on understanding vendor capabilities inproviding robust authentication mechanisms (including FIDO2, browser-based, andmobile app–based options), full lifecycle identity governance for externalidentities, and seamless integration with existing state systems such as Texas DPSITSM.
Agencyidentity portal will leverage password less authentication (using mechanismssuch as FIDO2) and integrate a network of identity providers (IDPs) engineeredto support multiple law enforcement systems (e.g., TLETS, TCIC, CCH) and futureapplications from agencies like TCOLE and TPWD.
