INCOMPETENT TO STAND TRIAL (IST), DIVERSION AND COMMUNITY-BASED RESTORATION (CBR)
The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested
parties, agencies, and stakeholders regarding the provision of Incompetent to Stand Trial (IST), Diversion and
Community-Based Restoration (CBR).
This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal or a
promise to issue a solicitation in the future. This request for information does not commit the County to contract for
any supply or service whatsoever. Respondents are advised that the County will not pay for any information or
administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely
at the interested party’s expense. Not responding to this RFI does not preclude participation in any future
solicitations. The potential respondents are responsible for monitoring this request for additional information
pertaining to this requirement.
The County reserves the right to use, without restriction, any information provided in response to this RFI. Please note
that all information provided in response to this RFI may be subject to disclosure under the California Public Records
Act.

Parties interested in providing input to this RFI may submit written responses to the Questionnaire below. The entire
response to this RFI should not exceed 20 pages.

OVERVIEW AND BACKGROUND:
The California Department of State Hospitals (DSH) Incompetent to Stand Trial (IST) Diversion, Community-Based
Restoration (CBR), and Infrastructure funding aims to reduce the number of individuals with serious behavioral health
conditions who are found IST and waiting for state hospital placement. The funding helps counties build local systems
of care that provide treatment and stabilization in the community rather than in state hospitals or jails.
- Diversion: To divert individuals with mental illness from entering or re-entering the criminal justice system.
Providing community-based treatment and wrap-around support services (e.g., housing, case management,
medication management).
- Community-Based Restoration: To provide restoration of competency wrap-around services in a community
setting rather than in a state hospital. Providing clinical, rehabilitative, and housing services.
- Infrastructure: To support capital, housing, and programmatic infrastructure necessary for sustainable diversion
and CBR programs.
The County is seeking feedback from community providers on the best approach for service delivery.
QUESTIONNAIRE:
1. In your experience, what is helpful in serving the Incompetent to Stand Trial (IST) population, including
partnerships (e.g., Probation, Courts, law enforcement)?
2. In your experience, what makes implementing diversion and/or community-based restoration programming for
this population (e.g., staffing, facility readiness, licensing, partnerships) successful?
3. In your experience, what operational model, including treatment and service delivery approach, is most effective
or ensures success for the IST population?
4. In your experience, what kind of funds are needed to get service running (ex: Infrastructure funds to support capital,
housing, and programmatic infrastructure))
5. In your experience, what safety and security protocols are or would be in place for this type of program: locked,
secured, semi-secured, open, etc.?
6. In your experience, please describe your approach to serving both IST and non-IST populations. Would the
facility have the option to offer separate units/entrances?
7. In your experience, what unique clinical and/or legal challenges might arise as they relate to security aspects?
8. What are the challenges to making beds available within the next 3-6 months?
