NOTICE Type: RFI/Market Research for the Controller, Air Temp.

This is a RFI / MARKET RESEARCH notice to request information for Government planning purposes only. Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. The Government is not committed to issue a solicitation or award a contract as a result of this announcement. Army Contracting Command - Detroit (ACC-DTA) is seeking qualified and capable potential vendors. Since this is a Request for Information/Market Research and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research.

This Request for Information (RFI) is for the manufacturing of the following:

The intent is to issue a 5 year Long Term Fixed Price Contract for this procurement with the following estimated quantities:

Estimated Minimum Quantity: 6 Each

Estimated Maximum 5 Year Quantity: 196 Each

NAICS Code: 334511

Controller 12336778 is part of the Abrams Nuclear Biological Chemical (NBC)system temperature control. The Controller interfaces with several NBC controlvalves and sensors, and also interfaces with the Abrams Digital Electric ControlUnit (DECU) via the Hull Sidecar module.The Controller itself is made up ofseveral components including a welded and bolted together housing, twoelectrical connector plug, two circuit card assemblies and over forty individualwire connections. The circuit cards are also proprietary to Honeywell with notechnical design features available to the USG.

The Government is seeking to gain knowledge of interest, capabilities, and qualifications of various members of the community, to include small businesses.

- DUNS number and CAGE Code (valid System for Award Management (SAM) is MANDATORY).

- Your Firm’s Point of Contact (name, phone number, and email address).

- Your company’s business size status (small or large) (including Service-Disabled veteran owned, if applicable). If claiming small business status, the information must be verifiable in SAM.

- A summary of the item’s commercial availability and is the item available on the commercial marketplace?

- A summary of your company’s expertise in the manufacturing of the part.

-A summary of your company’s delivery capability.

-A summary of your company’s experience conducting First Article Testing

-A summary of the place of performance.

- Is the NAICS Code appropriate for the items being requested?

- If you are a small business, does your method of fulfilling the contract comply with limitations of subcontracting clause?

- What is your minimum sustaining rate for this item?

- What is your estimated production lead time for the initial quantities?

Distribution Level & Export Control:

The Technical Data Package will not be released with this Sources Sought Notice. The TDP will be available when the solicitation is released. The Distribution Level is Distribution D and Export Controlled. Your firm must have valid certification under the United States / Canada Joint Certification Program (JCP) (https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/) to be granted access to the technical data package (TDP) when the solicitation is released. To register, or to re-register, please follow the instructions on the JCP website. Registration can take several weeks.

Information submissions can include product literature and illustrations, relevant company background/experience. Again, this information is being requested for Government planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government will not award a contract based upon responses to this announcement. The Government shall not reimburse or pay any costs for preparing or submitting information in response to this notice.
