WCS District Hazardous Waste Collection and Removal
Notice: The bid opening date, which was originally advertised in the Tennessean on Tuesday, April
21, 2026, has been changed to a new date and time. The new bid opening date has been rescheduled to
Thursday, May 14, 2026 at 10:00am.
Attention Bidders: WCS Request for Bid #1409 solicitation is being blind copy distributed to select
bidders. We highly encourage your participation.
Project Timeline, Scope, Terms and Conditions:
* By or before 4:00pm on Wednesday, May 6, 2026 release (from WCS Purchasing Dept)
of RFB #1409 document via email to qualified Hazardous Waste Collection and Removal
Contractors/Bidders.
* This is an electronic bid opening. In order to participate in this bid project, WCS must receive
your emailed, documented bid submittal to this RFB #1409 by or before 10:00am on Thursday,
May 14, 2026.
* In order for your bid submittal to be considered, bidders must comply with the following
requirements:
o Print this WCS RFB #1409 document
o Legibly fill in the blanks with your appropriate responses
o Legibly print, sign your name and title, company info and date on RFB cover sheet.
o Emailed RFB response must include the following completed forms that are provided
herein in addition to the RFB cover sheet:
Tennessee Contractor License #, Expiration date, and limitations on cover sheet
TN Drug Free Affidavit (as required by TCA 50-9-113)
TN Background Check Affidavit (as required by TCA 49-5-413)
Certificate of Compliance with the Iran Divestment Act
Non-Boycott of Israel Affidavit
o Scan this completed document and email it as an attachment - confidentially and
directly to kirke@wcs.edu . Do not copy anyone else on this email to ensure
confidentiality and security. Your bid submittal must be received at the email address
specified above, by or before 10:00am on Thursday, May 14, 2026.
o Late submittals will not be accepted. Do not wait until the last minute to submit your
bid as we experience intermittent heavy internet traffic and related slowdowns.
o Only bids submitted in this format will be accepted.
* WCS will quickly tabulate the bids and issue an Award PO by Monday, May 18, 2026.
* Awarded contractor may commence collection of WCS school hazardous waste material
beginning at 8:00am on Wednesday, 05/27/26. Contractor can start after this date BUT - this
project must be 100% complete (all schools) by the established deadline of 4:00pm on
Tuesday, July 7, 2026.
* SCOPE: This project is for comprehensive profiling, scheduling, collection, packing, removal,
hauling, roper disposal, management, documentation, covering all related fees, compliance
with local, state and federal regulations, all equipment, labor --- of hazardous waste (both bio
and chemical) from 10 High Schools and 9 Middle Schools; a total of 19 science departments
within the WCS district. New empty drums for the next school year collection must be left at
each school based on the quantity provided on the attached summary. The specifications of the
drum are to be similar or equal to Eagle 55 gallon Blue Plastic Barrel Drum (Item
#1656MBBG) with locking lid and vent/bung hole.
* Williamson County Schools is a tax exempt public K-12 school district.
* Included in this RFB document is a detailed list of schools - that contains all of the necessary
details (location, contacts, etc) to perform this project.
* Critical - awarded contractor must contact each location prior to arrival and schedule the date
and time that your crew will arrive to perform the collection and removal at each school. It is
important that you document the name and phone number of the person you communicate with
and schedule with - from each respective school. Keep this communication documentation.
Communication, scheduling and documentation are key to the success of this project!
* Again, the awarded contractor must contact each school and document an appointment time to
arrive at each school in order to perform contractual duties. Contractor should contact schools
at least 72 hours in advance prior to actual arrival time at the schools. Document the name of
the school, name of the responsible contact at the school, date and time of the call, date and
time of the appointment.
* After the project is 100% finished - submit ONE detailed report-invoice to attention Kirk
Elliott. This detailed report-invoice will be a summary invoice for each and every school....
WCS will not pay partial or individual invoices. Invoice $ amount shall not exceed the
$ amount of the WCS Purchase Order. Any change orders to the PO must be pre-approved by
WCS Purchasing Director. WCS does not pay extra / add on expenses. So, make sure that you
pad your bid accordingly to cover all fees and related expenses.
* Also included in this RFB document is a detailed inventory from each and every school - that
specifies the hazardous waste items that are to be collected and disposed of.
* Schools can sign the originating tickets. Contractor to maintain all manifests and present these
items to WCS along with your final invoice.
* WCS pays our legitimate bills promptly and timely! Make sure you have everything in order
and we will make final payment within 20 days of receipt of correct invoice. You can email the
final invoice and final batch of tickets/ manifests to kirke@wcs.edu
* Ensure that you capture all related expenses and anticipated costs into your competitive bids.
WCS is not responsible for added / extra costs.
* If the project is not 100% complete / finished by the deadline of 4:00 pm on 07/07/26,
liquidated damages shall commence beginning on 07/08/25. Said liquidated damages shall be
in the form of a penalty-deduct from the final invoice as follows. Deduct of $250 per
consecutive calendar day commencing on 07/08/25 until the project is properly finished to the
satisfaction of WCS.

CERTIFICATION OF COMPLIANCE WITH THE IRAN DIVESTMENT ACT
Effective July 1, 2016, this form must be submitted for any contract that is subject to the Iran Divestment
Act, Tenn. Code Ann. 12-12-101, et seq., ("Act"). This form must be submitted with any bid or
proposal regardless of where the principal place of business is located.

CERTIFICATE OF NON-BOYCOTT OF ISRAEL
Tenn. Code Ann. 12-4-119 prohibits public entities from entering into a contract for services,
Supplies, information technology or construction unless the contract includes a written certification that
the company is not currently engaged in and will not be engaged in for the duration of the contract, a
boycott of Israel. This applies to any contract entered into on or after July 1, 2022. The law does not
apply to contracts with a value of less than $250,000 or in contracts where the supplier has less than ten
employees.
A boycott of Israel means engaging in refusals to deal, terminating business activities or other
commercial actions that are intended to limit commercial relations with Israel, or companies doing
business in or with Israel or authorized by, licensed by or organized under the laws of the State of Israel
to do business, or persons or entities doing business in Israel, when such actions are taken: (1) In
compliance with, or adherence to, calls for a boycott of Israel, or (2) In a manner that discriminates on
the basis of nationality, national origin, religion, or other unreasonable basis and is not based on a valid
business reason. Tenn. Code Ann. 12-4-119.
