Project Description: The Nature Conservancy in Pennsylvania and Delaware is seeking to contract a Supplier to provide services to construct the Restoration Plan to remove a legacy sediment impairment along the proposed reaches of Little Cocalico Creek in East Cocalico Township, Lancaster County and reconstruct the historical floodplain and wetlands to conditions that resemble as close of an approximation to the pre-settlement conditions as is reasonably possible.
Sealed Bids for the Little Cocalico Creek at Fry Run Floodplain Restoration will be received on PennBid (www.PennBid.net) only until 8:00 am, prevailing time, Friday, October 24, 2025. Bids will be deemed opened following the due time and the bid results will be available for viewing at the PennBid website. Bids received after Bid opening will not be accepted.
Bidding and Contract Documents are online, without charge, at www.PennBid.net. Reproduction of the Bidding and Contract Documents, or their placement on websites other than PennBid, is not permitted. All questions must be submitted through PennBid.
A Bid bond or certified check for 5% of the total base bid payable to "The Nature Conservancy" (Owner) shall accompany each proposal, to be forfeited in liquidated damages should the bidder default in execution of the contract within 180 days after award of same. Bids may not be withdrawn within 60 days after bid opening.
The Owner shall award the contract to the lowest responsible and responsive bidder, or reject all bids within sixty (60) days from the date of the bid opening; provided, however, if the award is delayed by the required approval of another governmental agency, the sale of bonds, easement acquisition or the award of a grant, the Owner shall reject all bids or award the contract to the lowest responsible and responsive bidder within one-hundred twenty (120) days from the date of the bid opening.
Notice is hereby given to bidders that this project is subject to the provisions of the Pennsylvania Prevailing Wage Act, approved August 15, 1961 (Act No. 442, P.L. 987) as amended.
A Mandatory Pre-Bid Meeting will be held at the project site (parking at 679 Reinholds Road, Denver, PA 17517), on Tuesday, October 14, 2025 at 10:30 am. All prospective bidders are required to attend this meeting.
The Nature Conservancy hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
