Formal Bids are being sought by the City of Monroe for the furnishing of (2) 2025 or newer Single Axle
Flatbed Dump trucks as specified. This is a sealed formal bid according to NCGS 143-129. You may mail
your bid to City of Monroe, 2125 Walkup Ave., Monroe, NC 28110 or PO Box 69, Monroe, NC 28111.
Bid(s) must be returned on the attached proposal sheet showing unit prices fully extended and the proposal page
completed in its entirety no later than August 31st, 2026 at 12pm Eastern Time.
Equipment must meet all specifications and be the kind and type specified, or an approved equivalent. Price
quoted must be on the basis of delivery to Monroe, North Carolina. Quoted price(s) should not include any
sales or usage taxes, but should reflect the actual bid price of the equipment.
No dealer advertisement insignia is allowed on purchased equipment. Only identification is OEM plates as
shipped.
All vehicles require 3 sets of keys and all pertinent paperwork upon delivery. This shall include invoice and
certificate of origin.
The City of Monroe has fleet number certifications for all major brands of vehicles. Please call or email Shirley
Butterick for this number if needed.
The City will entertain bids for most recent model year, current model year and or program or demo type
vehicles. You must submit a separate proposal page for each type of offering with model year and style clearly
defined. Should you have a "stock" (on yard in inventory) offering, please mark this proposal accordingly.
The City of Monroe reserves the right to reject any and/or all bids received, or to select the bid which, in
our opinion, is in the best overall interest of the City.
All bids shall include delivery time.
Complete specifications shall be included on all equipment.

CITY OF MONROE MINIMUM SPECIFICATIONS FOR CAB AND CHASSIS SPECIFICATIONS
FOR (2) 2025 OR NEWER SINGLE AXLE FLAT BED DUMP

The City reserves the right to reject all bids.
The following specifications are intended to describe the minimum requirements for (2) 2 Single Axle Flat Bed
Dump Trucks. The equipment shall be a 2025 or newer and of the latest design and shall include all items
normally furnished as standard equipment.
BIDDER MUST FILL IN BLANKS TO INDICATE COMPLIANCE, OR STATE EXCEPTION FOR
OUR ACCEPTANCE. FAILURE TO COMPLY WITH THIS REQUIREMENT MAY RENDER YOUR
BID UNRESPONSIVE.

DUMP BODY, HOIST, AND HYDRAULIC SPECIFICATIONS
The dump body shall be a heavy-duty contractor style, equivalent to a 12-foot Rugby Contractor Dump Body,
meeting the following parameters:
1. Body Dimensions: 12 feet in length & 20" - 24" side rails. ______________________________
2. Floor Material: Upgraded heavy-duty 7-gauge structural
steel floor. ______________________________
3. Understructure: Crossmemberless design or structural
3-inch I-beams spaced or maximum 12-inch centers. ______________________________
4. Tailgate Assembly: Split-Barn Door and Spreader Combo. ______________________________
5. Cab Protection: High-strength steel half cab shield,
measuring between 24 inches to 36 inches in height,
featuring tapered sides and a slotted viewing window
for rear visibility. ______________________________
6. Tarp System: Integrated electric roller tarp system utilizing
heavy-duty vinyl or thick mesh material. System must be
fully wired to an existing factory cab upfitter switch. ______________________________
7. Hydraulic System: Heavy-duty hoist powered by a
transmission-mounted, PTO-driven hydraulic pump system. ______________________________
REAR HITCH, PLUMBING, AND TOWING SPECIFICATIONS
The rear trailer towing package must be integrated to safely manage heavy-duty municipal equipment trailers:
1. Hitch Plate: Minimum 12-inch to 5/8-inch thick structural
steel rear hitch plate, securely welded to the chassis frame
rails and compliant with all ICC bumper regulations. ______________________________

COMPLIANCE OR EXCEPTION
2. Pintle Hook: Heavy-duty, multi-position adjustable pintle
hook assembly. Air-compensated hook arrangement is
preferred. ______________________________
3. Safety Connections: Dual forged 5/8-inch structural
D-rings mounted securely to the hitch plate for safety chains. ______________________________
4. Air Brake Plumbing: Chassis air system must be plumbed
to the rear of the vehicle, terminating in frame-mounted
gladhands (one Red/Emergency, one Blue/Service). ______________________________
5. Electrical System: A 7-way RV style / 7-pin commercial
circular plug knockout must be installed directly on the hitch
plate and wired to standard SAE lighting configurations. ______________________________
SAFETY, LIGHTING, AND DRIVER ASSIST SYSTEMS
To ensure high visibility and safe reverse maneuvering during day and night municipal operations, the vehicle
shall be outfitted with the following LED emergency and driver assistance systems:
1. Front Grille & Fender Strobes: Two (2) horizontal,
surface-mounted ultra-thin LED strobe lights integrated
cleanly into the front chassis grille assembly, and two (2)
surface-mounted LED strobe lights mounted horizontally
on the front fender sides. Color: Amber. ______________________________
2. Rear Body/Hitch Strobes: Two (2) heavy-duty,
grommet-mounted oval or circular LED strobe lights
integrated directly into the rear dump body posts or recessed
into the rear structural hitch plate. Lights must be protected
from mechanical damage during dumping operations.
Color: Amber. All safety strobes must be synchronized to
fire in an attention-getting pattern and wired to a single,
dedicated OEM factory dashboard upfitter switch. ______________________________
3. Automatic Backup Alarm: A heavy-duty, weatherproof
solid-state backup alarm must be installed at the rear of the
frame rails, securely protected from dirt, debris, and
mechanical damage. The alarm must automatically activate

whenever the vehicle is shifted into reverse gear and emit a
distinct warning sound with an output rating between 97 dB
and 102 dB, compliant with all federal OSHA and local
safety regulations. ______________________________
4. In-Cab Camera Monitor: A heavy-duty commercial-grade
rear-view camera system must be installed. The camera must
feature an impact-resistant, weatherproof housing (IP69K rated
minimum), infrared night vision capabilities, and a minimum
130-degree wide-angle lens. The camera shall be securely mounted
below the dump body floor line near the rear hitch plate to
afford the driver a clear view of the pintle hook hitch area and
trailing objects, without suffering mechanical damage during
dumping operations. ______________________________

NCDOT and OSHA Regulations
3. Vendor Shall furnish a manufacturer statement of compliance with these regulations at time of delivery of
unit

PARTS/WARRANTY
1. The unit shall be warrantied to include full parts and
labor for 12 months minimum. ______________________________
