Rowan College at Burlington County

NOTICE IS HEREBY GIVEN THAT sealed bids will be received by Rowan College at Burlington County, Mount Laurel, New Jersey for the Roof Replacements at Rowan College at Burlington County for:

Laurel Hall; Technology Education Center; Science and Votta Hall Buildings. in accordance with the requirements of the drawings and specifications prepared by Netta Architects, 1084 Route 22 West, Mountainside, New Jersey 07902.

The Work of the Project will be let in a single contract: Rowan College at Burlington County- Bid No. "RFB-25-16".

Bids for the above will be received by Rowan College at Burlington County, Purchasing Department, located in Evans Hall, Mount Laurel, New Jersey 08054; Attention: Matt Farr, (Project Title), until 2:00 P.M. (Prevailing Time) on Wednesday, May 28, 2025, and will be publicly opened and read immediately thereafter in Room 261, Evans Hall, Rowan College at Burlington County, Mount Laurel, NJ 08054.

In accordance with the specifications and forms of the bid packages, plans and specifications for this work may be examined at Netta Architects, 1084 Route 22 West, Mountainside, New Jersey, between 9:00 a.m. and 4:00 p.m. weekdays and procured upon payment of a non-refundable check in the amount of $100.00, for one USB Flash Drive containing Contract Drawings and Project Manual (in PDF format); made payable to “Netta Architects”. Requests for mailing of specifications will not be honored. Questions by email will be accepted by Larry Uher at Netta Architects luher@nettaarchitects.com, Written questions must be received no later than 2:00 pm, Friday, May 9, 2025.

Rowan College at Burlington County does not take any responsibility for the receiving of any submitted/ requested information; it is entirely up to the Contractor to assure that their information is properly submitted. Specific questions regarding the project will be addressed at the pre-bid meeting. Although attendance at these pre-bid meetings is non-mandatory, it is strongly recommended. Private tours of the job site will not be given. Non-mandatory Pre-bid meetings have been scheduled at 900 College Circle, Mt. Laurel Township, New Jersey as follows:

Bidders on this project are required to be classified by the State of NJ, Division of Property Management and Construction (DPMC) under #C008, #C009 and #C070 as well as other documentary requirements as set forth in the INSTRUCTION TO BIDDERS found in the bid specifications.

Bid and Contract Documents may also be examined at Rowan College at Burlington County’s Purchasing Department, Room 261, in the Evans Hall, Rowan College At Burlington County, Mount Laurel, New Jersey, 08054.

Bids must be in triplicate (1 Original and 2 Copies) on the proposal forms provided and in the manner designated, enclosed in a sealed envelope bearing the name and address of the bidder and proposal identification on outside, and must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond drawn to the order of Rowan College at Burlington County for ten percent (10%) of the amount of the bid; and must be delivered to the above place on or before the hour named. Rowan College at Burlington County assumes no responsibility for bids mailed or misdirected in delivery.

No bid may be withdrawn for a period of sixty (60) days after the dates set for the opening thereof. The right is reserved to reject any or all bids or to waive informalities in the bidding if it is in the interest of Rowan College at Burlington County to do so.

Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:64A-25.1 et. Seq. pertaining to "County College Contracts Laws."

All bidders are placed on notice that they are required to comply with all requirements of P.L. 1975, c. 127 (N.J.S.A. 10:5-31 through 10:5-38) and all duly adopted Affirmative Action Regulations (N.J.A.C. 17:27).

All bidders shall comply with The New Jersey Prevailing Wage Act P.L. 1963, c.150 (C.34:11-56.25, et. Seq.) and The Public Works Contractor Registration Act P.L. 1999 c.238. Certificate of Compliance issued by the New Jersey Department of Labor shall be submitted with bid.

In addition, and pursuant to N.J.S.A. 18A:64A-25.17, each bid must be accompanied by a Certificate from a Surety Company stating it will provide each bidder with separate Performance and Payment Bonds, each in the amount of 100% of the contract sum.

If the bid exceeds $20,000.00, the bidder must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction, prior to the date that bids are received. Any bid submitted under the terms of New Jersey Statutes not including a copy of valid and active Prequalification/Classification Certificate will be rejected as being non-responsive to bid requirements.

All bidders shall comply with (P.L.2004, c57) Business Registration Act and proof of their registration with the New Jersey Department of Treasury, Division of Revenue, shall be submitted with bid.

Respondents are advised of their responsibility to file an annual disclosure statement with the New Jersey Election Law Enforcement Commission (ELEC) pursuant to N.J.S.A. 19:44A-20.13 (P.L.2005, c.271, s.3).
