INTRODUCTION
The City of Salem is seeking bids from qualified contractors for plaster work and ceiling repair
at Old City Hall , located at 202 N. Washington Street, Salem, Missouri. Work areas include the
main lobby , stairwells , and basement men’s and women’s restroom ceilings .

BACKGROUND INFORMATION
The City of Salem, Missouri , located in the heart of the Ozarks, is a fourth -class city serving
approximately 4,600 residents. The City provides a variety of public services, including utilities,
public works, and facility maintenance.
Old City Hall is one of Salem’s historic public buildings and serves as a civic and event facility.
The structure has experienced age -related plaster cracking and water damage , necessitating
ceiling and surface repairs to preserve the building’s appearance and integrity. A new roof was
installed in 201 7 and the building is in use for GED/HYSET Classes, City Council Meetings and
Community Events and Performances , and will soon be opening for movie showings as well .
SPECIFICATIONS
The contractor shall furnish all labor, materials, equipment, and disposal necessary to
complete the following:
• Lobby and Stairwells
o Repair and restore damaged or cracked plaster surfaces on ceilings and walls as
needed. Encompasses 2 -3 stories in north and south stairwells.
o Feather and blend new plaster with existing textures.
• Basement Restrooms (Men’s and Women’s)
o Remove loose or damaged plaster on ceilings if necessary (city staff will remove
majority)
o Replaster and repair to achieve smooth, uniform finish.
• General Requirements:
o Protect surrounding areas, fixtures, and flooring during work.
o Dispose of debris in accordance with City and environmental regulations.
o Conduct cleanup daily and upon completion of work.
o Coordinate access and scheduling with City staff.
The City reserves the right to adjust the scope of work as necessary based on site conditions or
budgetary constraints.
SCHEDULE
Every effort will be made to adhere to the following schedule regarding this proposal, although it
may be altered at the City’s convenience.

BID SUBMISSION AND AWARD
Submission
All bids must be received by the City Clerk, City of Salem, Missouri,
prior to 3:00 p.m., CST, on
April 16 , 202 6.
Bids shall be:
• Submitted in a sealed envelope clearly marked “Old City Hall Plaster Repair” .
• Signed by an individual authorized to legally bind the company.
• Accompanied by any supporting documentation or references relevant to experience in
plaster or historic restoration work.

• FAXED/EMAILED BIDS WILL NOT BE ACCEPTED.
Cost of Proposal :
1. Provide an itemized breakdown of all costs associated with the project (materials, labor,
disposal, etc.).
2. Indicate any optional or alternate items , such as painting or additional repair areas.
3. Include any anticipated completion timeframe.
Award and Selection
Each proposal will be evaluated based on the following criteria:
1. Proposals shall be awarded to the lowest responsible bidder. Proposals shall not be
accepted from, nor contracts awarded, to a contractor who is in default on the payment
of taxes, license, or other monies due the city. All bids received that are submitted by
individuals or businesses with their principal place of business located in Dent County,
Missouri, shall be multiplied by a preference factor of .95 awarding the contract for goods
or services.
2. The actual bid amount multiplied by the appropriate preference factors shall be termed
the adjusted local bid amount. The adjusted local bid amount shall be used in lieu of the
actual bid amount in comparing competitive bids.
3. In determining “lowest responsible bidder,” in addition to price, the following shall be
considered:
a. The ability, capacity, and skill of the bidder to perform the contract or provide the
service required;
b. Whether the bidder can perform the contract or provide the service promptly, or
within the time specified, without delay or interference;
c. The character, integrity, reputation, judgment, experience, and efficiency of the
bidder;
d. The quality of performance of previous contracts or services;
e. The previous and existing compliance by the bidder with laws and ordinances
relating to the contract or service;
f. The sufficiency of the financial resources and ability of the bidder to perform the
contract or provide the service;
g. The quality, availability and adaptability of the supplies, or contractual services to
the particular use required;
h. The ability of the bidder to provide future maintenance and service for the use of
the subject of the contract;
i. The number and scope of conditions attached to the bid.
4. The City reserves the right to award all or portions of the project to the company whose
proposal best meets the goals of the request dependent upon funding availability.
The City reserves the right to reject all bids. It is the intent and purpose of the City that this RFB
provide fair and equal opportunity for each bidder to submit competitive bids. It is the bidder’s
responsibility to furnish as much detail as possible . All proposals shall be accepted or rejected by
the City of Salem, Missouri, Board of Aldermen.
