BIDDING INFORMATION

It is the responsibility of the bidder to look at the site to be contracted, evaluate the amount of
work needed on each pay item and bid accordingly. The main intent here is to raise the crown
base height. Follow specifications as identified in the general specifications that are attached to
this IFB. Any changes to the contract specifications need to be discussed and agreed upon by the
COR, the districts Operation Technicians, and approved by the Contract Officer.

The Colville Tribe requires a minimum of $1,000,000 of general contractor's liability
insurance prior to start of work; time will begin when contract is signed.
(C) Contractors should be aware that the Colville Tribes will comply with all IRS tax
reporting requirements. Any monies paid to the contractor in connection with this

contract will be reported as required to the IRS. The Colville Tribes will issue Form 1099

to the contractor for tax reporting purposes as required by the IRS at the end of the year.

LADDER FUEL REDUCTION
CHAINSAW THINNING/PRUNING AND HANDPILING
TECHNICAL SPECIFICATIONS

1) Objective

Modify the fuels within the treatment area in such a way as to keep a wildfire burning on
the ground, reduce fire intensity, and provide a defensible space. This is to be
accomplished by creating stand conditions that are open and park like. Ideally when the

3) Selection of Leave Trees
In order to determine which trees are to be cut, the contractor needs to identify those trees
that are the most desirable to leave. As the contractor and crew works
through an area they should be looking ahead at the next patch of trees and select the best

4) Thinning Specifications

A.

Cut snags as directed by the COR: The intent is to leave 2-3 snags per acre greater
than 8 Inches DBH when present.

Cut trees less than or equal to 8 inches DBH to provide growing space for the
remaining trees. Space trees so they are free to grow and the crowns have room to
expand. Five to ten feet of unoccupied space between the branch tips of adjacent
trees is desirable. Spacing between trees will vary based on the size of the tree
left. Larger trees will be spaced wider then smaller trees. Average spacing should
be no less than 16" by 16" but may be greater based on the size of the trees left.
Trees cut should be from the intermediate and suppressed crown classes. In some
cases co-dominants may be cut to create growing space if they are equal to or less
than 8 inch DBH.

When the area is to be hand piled, or as directed by the COR cut all shrubs greater
than two feet in height. The COR may specify certain shrub species be left as a
wildlife food source.

. All stems shall be cut below the lowest live limb and stumps shall not exceed one

half the stump diameter.

. All cut stems shall be completely severed from the stump.

All stumps are to have a flat cut surface (no pointy stumps).

When hand piling is required buck all stems into lengths three to six feet long to
allow for handling or when specified to accelerate the natural decomposition
process.

TECHNICAL SPECIFICATIONS

Pruning Specifications

A. Prune limbs from trees to a height of 12 feet or a 50 percent crown ratio whichever is

less.

B. Use proper pruning techniques listed below and refer to attached pruning illustration.

Make smooth cuts

Never cut the branch collar

Never leave protruding stubs

Precut large heavy limbs to prevent splitting or peeling of bark.

C. Branch stubs should not exceed 1 1/2 inches in length.

TECHNICAL SPECIFICATIONS

Hand Piling Specifications

A.

Both new and old slash is to be hand piled Pieces larger than eight inches in
diameter do not need to be piled but limbs should be removed and piled.

Piles are to be constructed in openings located away from leave trees to prevent
scorching leave trees when the piles are burned. Do not locate piles underneath
overhead wires. Do not locate piles within 50 feet of structures or other
improvements that could be damaged by heat or fire.

Piles shall be taller than they are wide. Minimum pile size four feet in diameter,
five feet tall. Maximum pile size is six feet in diameter and eight feet tall. Adjust
the size of the pile to reflect the size of the opening it is built in. Small openings
between trees require small piles.

Pile limbwood first then add stemwood to top of pile see attached hand piling
specification photos .

Build compact piles. Fuels within the pile need to be compact enough to facilitate
burning. Trim pieces that extend from the pile more than thirty inches then place
trimmed pieces on the pile.

Cover piles with kraft paper. Pile limbwood first then trim the pile to remove
material that may puncture the kraft paper. Cover the pile with a piece of kraft
paper. Stand stem wood on end around pile on top of the kraft paper to keep the
paper from blowing off.
