I. Purpose and Overview
A. Purpose
The White County Department of Finance, on behalf of the White County Board of
Education, is soliciting bids for the installation of metal wall panels.
B. Project Description
The objective of this request for bids is to secure a contract with a company to furnish and
install approximately 2,500 square feet of new metal wall panels on an exterior portion of
the White County Career Academy located at 281 North Spring Street in Sparta, Tennessee.
The exterior wall was originally covered with brick, which has been removed. A protective
plastic sheeting is currently in place to provide weather protection for the area.
Bidders should field verify all conditions, including estimated square footage of materials
required for this project, prior to placing a bid. Failure of bidder to field verify conditions
will not relieve bidder.

II. Scope of Work
A. Specifications
1. Demolition
a) Remove and dispose of protective plastic sheeting
b) Remove and dispose of existing lintel
2. Metal Panel Installation
Install approximately 2,500 square feet of new metal wall panels on exterior walls, in
locations where brick has been removed, as per the following:
a) Metal wall panel thickness to be 24 gauge
b) Metal wall panels must be the same style of the adjacent metal wall panels
being horizontal with the same color and finish
i. Coordinate metal wall panel finish and color selection with White
County prior to ordering
c) Install trim as appropriate, including cap flashing which tucks under roof
edge metal
d) Secure metal wall panel to structure in accordance with manufacturer’s
recommendation
e) Trim and caulk around any existing wall penetrations
3. Finish and Cleanup
Upon completion, clean up and remove all materials and debris from worksite.
B. Site Security
This project is being performed on a public-school campus. As such, the awarded
contractor will be responsible for always maintaining a secure workspace. Background

checks will be required for all workers (both prime contractor and sub-contractors) on the
project who are present during the school day. The contractor shall coordinate with school
system administration regarding appropriate daily check-in procedures for all workers.
C. Completion
The awarded contractor and White County shall agree upon a number of days which will
be required to complete this project, prior to the start of construction. In the event the
contractor exceeds the agreed upon days, White County reserves the right to charge
liquidated damages at a rate of $100 per calendar day. Delays caused by weather or other
acts outside of the contractor’s control may be considered by White County when
assessing liquidated damages.
D. Contractor Licensing Requirements
Any prime contractor submitting a bid in response to this invitation which is more than
$25,000 shall be required to hold a valid contractor license from the State of Tennessee
with appropriate classifications and sufficient monetary limitations, in compliance with
TCA §62-6-119. Bidders must list their name, license number, expiration date, and
license classification on the outside of the bid envelope.
E. Bonding Requirements
Bonding requirements, including bid bonds, payment bonds, and performance bonds, will
only be applicable to this project if the bid price is more than $100,000. For bids less
than $100,000, bonds will not be required.
III. Instructions for Request for Bids Responses
A. Compliance with RFB
Submissions must be in strict compliance with this Request for Bids. Failure to comply
with all provisions of the RFB may result in disqualification.
Requests for additional information or clarifications by potential Bidders must be made in
writing. Proposers should email requests for additional information or clarifications.

Prior to the due date, responses to inquiries and all RFB amendments White County
deemed necessary will be issued and published on the solicitation web page. Proposers
should not rely on any representations, statements, or explanations other than those made
in any written addendum to this RFB. Where there appears to be a conflict between the
RFB and any addenda issued, the last addendum issued shall prevail.
Addenda will be made available on the solicitation web page and it is solely the Bidder’s
responsibility to assure receipt of all addenda.

B. Delivery of RFB Response
Submissions will be accepted by the White County Department of Finance no later than
2:00 p.m. April 10, 2026 (local time).

All submissions must be written, sealed, and labeled as a response to this RFB. Submission by
electronic means will not be accepted.
IV. General Terms and Conditions
A. Bid Document
For certain projects White County will supply a bid form to be completed by the bidder.
When such forms are issued, only bids returned with the proper forms will be accepted.
Envelopes must be sealed and marked as a bid document. Any bid may be withdrawn prior
to the day, date and time as set forth in the “bid invitation”. On construction related bids,
the envelope must contain the following information visible from the outside: TN License
number, expiration date, classifications and limitations.
B. Electronic Transmissions
Electronic transmissions will not be accepted, except when in the course of the bidding
process addendums or other notifications of errors on behalf of the owner places an undue
hardship upon prospective bidders. Written notification by the owner must precede the
acceptance of facsimile or email transmissions.
C. Bid Bond
For construction related bids, in excess of $100,000 dollars, White County requires a bid
bond equal to five percent of the total price of the bid. Contracts for the services of a
construction manager shall require a bid bond in the amount of ten percent. White County
may request bonds on other services or waive such bond requirements, as determined by
the Director of Finance.
D. Performance Bond
For construction related bids, in excess of $100,000 dollars, the White County requires a
performance bond equal to one hundred percent of the contract price. White County may
request bonds on other services, as determined by the Director of Finance.
E. Payment Bond
For construction related bids, in excess of $100,000 dollars, White County requires a
payment bond equal to one hundred percent of the contract price except as stipulated under
T.C.A. §12-4-201. White County may request bonds for other services as determined by
the Director of Finance.
