Pre-bid Conference and Site Review
Two (2) mandatory pre-bid meetings will be held. The first will be a virtual video
conference meeting on March 3, 2026, at 4:00 PM PST time to convey the project details via
a presentation by project staff. The second will be a site walk on March 4, 2026, at 12:30 PM
PST, meeting at the parking lot of the Amanda Park Mercantile Co, 6088 US-101, Amanda
Park, WA 98526. Bidders must pre-register for the virtual video conference and site walk no
later than 2:00 PM PST on March 2nd, 2026, via email to Benjamin.Matthews@quinault.org.
1.0 DESCRIPTION AND INTRODUCTION
Quinault Indian Nation ("QIN" or "Nation") is accepting sealed, fixed-price bids for the Upper
Quinault River Restoration Project: Phase 6 ("Project"). The Project includes building engineered
log jams to protect critical habitat and encourage salmon recovery in the Upper Quinault River
watershed. Sealed Bids will be accepted until 3:00 PM PST on March 24, 2026. Bids shall be
delivered to Quinault Indian Nation's offices at 1214 Aalis Drive, Taholah, WA 98587. Bids will
be opened and publicly read no later than 3:30 p.m. after bids are received. Late bids will not be
accepted.
1.1 Who We Are
The Quinault Indian Nation (QIN) is a federally recognized sovereign Indian Nation, located on
the Olympic peninsula in Washington State. The Quinault Indian Nation's Reservation consists
of over 200,000 acres of productive forestland and nearly 30 miles of rugged, pristine coastline.
In 2013, QIN hosted over 10,000 people near the main village of Taholah during the Paddle to
Quinault. QIN is regionally and nationally recognized as a leader in many areas of tribal
sovereignty including climate change, natural resources management, and economic
development.
1.2 Project Background
The Upper Quinault River Phase 6 Engineered Log Jam Project ("Project") is part of the
Quinault Indian Nation's long-term floodplain restoration and salmon habitat recovery program
in the Upper Quinault River watershed. This program focuses on restoring natural river
processes, increasing habitat complexity, stabilizing channel migration patterns, and
reconnecting floodplain surfaces through the installation of engineered wood structures and
associated floodplain treatments.
Phase 6 builds upon previous restoration phases implemented in the Upper Quinault River
corridor and continues restoration within priority reaches identified through geomorphic
assessment, hydraulic modeling, and habitat restoration planning. All work associated with this
Project will occur outside the Quinault Indian Reservation within the Upper Quinault River
watershed.

The Project generally consists of procuring the necessary materials, transporting and staging
large wood elements, constructing engineered log jam structures with driven wood piles and
large logs, anchoring structures where specified, and placing wood and ballast material to
promote sediment retention and floodplain interaction, as shown in the Contract Documents.
Construction methods will involve conventional, ground-based equipment and manual
installation techniques.
The Contractor shall coordinate with the Quinault Indian Nation Contract Officer and restoration
staff to ensure construction sequencing, staging, access, and environmental protection measures
are implemented in accordance with the Contract Documents and applicable permits.
All necessary permissions for work onsite have been or will be secured by the QIN Project team
prior to commencement of construction activities.
1.3 Bidder's Understanding of the RFB
In responding to this RFB, the bidder accepts full responsibility to understand the RFB
in its entirety and in detail, including making any inquiries to Quinault Indian Nation to gain
such understanding. Quinault Indian Nation reserves the right to disqualify any bidder who
demonstrates less than the required level of understanding in this RFB. Further, Quinault Indian
Nation reserves the right to determine, at its sole discretion, whether the bidder has demonstrated
such understanding. QIN's right under this sub-part extends to cancellation of award, if award
has been made. Such disqualification and/or cancellation shall be at no fault, cost, or liability
whatsoever to Quinault Indian Nation.
1.4 Standard Requirements
The Contractor shall comply with QIN requirements for notifications, submittals, and inspection
reports. All required equipment, parts, tools, and test equipment needed for completion of this
work will be provided by the Contractor. Submittals required in the contract documents shall be
approved by the Owner's Representative prior to installation. If Contractor does not own or have
access to the required equipment, parts, tools, and test equipment, rental costs must be included
in the bid proposal.
The Contractor, Contractor employees, and Subcontractors shall comply with all applicable
safety standards and regulations of the authorities having jurisdiction and shall possess a current
Washington State General Contractor license. Work shall be done in a manner to minimize the
risk of bodily harm and risk of damage to property, equipment, and materials.
All workmanship must conform to normal and accepted standards and will be thoroughly
examined by QIN representatives at various stages during project implementation and before
final acceptance. The Contractor must completely remove and properly dispose of construction
debris pursuant to state requirements and return the site to a pre-construction reuseable state.
Contractor will be responsible for the cost of repairing any damage caused by the Contractor or
its Subcontractors during construction and/or installation.

Appendix C: AIA Contract documents. The selected Contractor will execute the attached
American Institute of Architects (AIA) templates, which have been modified to reflect the needs

2.0 BIDDER RESPONSIBILITY AND GENERAL INFORMATION
2.1 Mandatory Bidder Responsibility Criteria
It is the intent of the Owner to award a contract to the lowest, responsible bidder who meets the
criteria set forth in this RFB. To be considered a responsible bidder, bidders must meet the

following responsibility criteria. The bidder shall be required by the Owner to submit
documentation demonstrating compliance with the criteria. The Bidder must:
1. Have a current certificate of registration as a contractor in compliance with chapter 18.27
RCW which must have been in effect at the time of bid submittal.
2. Have or obtain a valid business license issued by Quinault Indian Nation prior to issuance
of Notice to Proceed.
3. Maintain insurance policy/policies meeting minimum requirements listed in this
document.
4. Not be disqualified, disbarred, or suspended from bidding on any public works contract.
The Bidder shall not be listed as a current debarred or suspended bidder on the U.S.
General Services Administration's "System for Award Management" website:
http://www.sam.gov.
2.2 Supplemental Bidder Responsibility Criteria
In addition to mandatory bidder responsibility criteria referenced above, the Bidder must also
meet the following relevant supplemental bidder responsibility criteria applicable to the project
and, as evidence that the bidder meets the supplemental bidder responsibility criteria, the
apparent and second lowest bidders must submit the required documentation to the Owner within
48 hours of the bid submittal deadline. The Owner reserves the right to request such
documentation from such bidders:
1. Business status: Bidder shall not be "inactive" or "not in good standing" with
Washington State Secretary of State's Office, the Department of Revenue or Department
of Labor & Industries.
2. Bidder shall provide documented information from Washington State Secretary of State's
Office, Department of Revenue or the Department of Labor and Industries providing the
date of incorporation or formation, the state of incorporation, that the Bidder is active and
in good standing in the State of Washington, State of Washington tax reporting number,
and the name and address of the registered agent, general partner or managing member.
3. Bidder shall take steps to ensure that their subcontractors are also in good standing with
the above-described entities.
2.3 Insurance Requirements
Contractor is required to provide proof of current Worker's Compensation insurance with
Washington State statutory limits and Employer's liability insurance. Minimum coverage
required is $1,000,000 per occurrence. Contractor will provide proof of Commercial General
Liability Insurance stating adequate coverage for project. Carrier shall be rated A.M. Best's
Insurance rating of at least A or better. Minimum coverage: General Liability $1,000,000 per
occurrence / $2,000,000 aggregate; Excess Liability $5,000,000 per occurrence / $5,000,000
aggregate. Policies need to list site location, project name, city and state, and shall name the
following parties as Additionally Insured and named Certificate Holders: Quinault Indian Nation,
its elected officials, officers, employees. Materials Testing and Consulting shall also be named as
Additionally Insured. Contractor shall carry Automotive Liability Insurance. Minimum coverage
of $1,000,000 combined single limit for hired and non-owned vehicles with Personal Protection
Insurance and Property Protection Insurance.
2.4 Safety and Security

* The Bidder shall comply with all safety standards associated with the trade to comply
with OSHA.
* The Bidder shall enforce the applicable safety and health rules and measures on all
his/her subcontractors and all other persons directly or indirectly employed by him/her on
the Site.
* The Bidder shall provide the necessary first aid facilities at the construction site in
accordance with OSHA instructions and guidelines.
2.5 Culturally Sensitive Sites
If any objects of cultural or historical significance are discovered during construction, the
Contractor shall notify the Owner's CO immediately.
2.6 Governing Law
The laws of QIN shall govern this RFB and associated processes and procedures. This
RFB does not constitute or include a waiver of QIN's sovereign immunity.
2.7 Prevailing Wage
Contractor agrees to comply with all applicable laws, regulations, and policies of the United
States and the State of Washington or other jurisdiction which affect wages and job safety.
The Project is federally funded and shall be subject to Davis Bacon federal wage rates. For more

2.8 Nation's Tribal Employment (TERO)
The Quinault Nation's Tribal Employment Right Ordinance (TERO) provides the Nation's
Indian Preference policy that applies to this contract. Other TERO requirements include
submission of Compliance prior to commencing work on or near the Quinault Indian

2.9 Measurement & Quantities
The quantities shown in the Bill of Materials are for estimates only, being given only as a basis
for bidding information. The basis of payment for each bid item will be the actual work
performed and measured in accordance with the Contract. Owner makes no warranty express or
implied that quantities shown on the Bill of Materials are correct and accurate.
2.10 Retainage
The Owner shall hold back a retainage in the amount of ten percent (10%) of any and all
payments made to the Contractor for a period of sixty (60) days after the date of final acceptance.
The final retention will be released pursuant to the terms of the contract and upon verification by
the Contract Officer that the Contractor has met all the obligations under the Contract and has
paid applicable Washington State Department of Labor and Industries insurance.
2.11 Bid Deposit
Bidders shall submit a bid deposit equal to 5 percent (5%) of the bid amount. The deposit may be
in cash, certified check, cashier's check or surety bond.
2.12 Build America, Buy America

QIN funding for this project comes from federal sources, and therefore, federal requirements
must be followed. One of those requirements is the Build America, Buy America (BABA)
provisions. These provisions apply a domestic preference to the acquisition of goods and
construction materials for infrastructure projects. Thus, BABA requires that for all federal
funding expended for an "infrastructure project", "all of the iron, steel, manufactured products,
and construction materials used in the project" must be produced in the United States.
When BABA applies, QIN is required to ensure that manufactured products, construction
materials, and iron and steel that are consumed in, incorporated into, or affixed to the
infrastructure project have been produced in the United States. That means:
for manufactured products, an item is produced in the United States if it (1) is manufactured in
the United States and (2) have a cost of components that are mined, produced, or manufactured
in the United States that is more than 55 percent of the total cost of its components.
For iron and steel, it is produced in the United States if "all manufacturing processes, from initial
melting stage through the application of coatings [occurs] in the United States."
for construction materials, which are undefined by statute except that "cement and Cementitious
materials, aggregates such as stone, sand, or gravel, or aggregate bunding agents or additives"
are excluded, all must be "produced in the United States."
QIN includes this information to inform responsive contractors:
* The price of these materials may be higher than materials produced outside the United
States
* Language obligating compliance with BABA will be included in the contract
* The supplier will need to obtain certification(s) from contractors demonstrating
compliance with BABA directives and requirements.
3.0 INSTRUCTIONS TO BIDDERS
This RFB is for a fixed-price bid. Time and materials bids will not be accepted. This Request for
Bid does not commit QIN to award a contract, to pay any costs incurred in preparation of a
response to this invitation or to procure or contract for services or supplies. Bidders will not offer
any gratuities, favors, or anything of monetary value to any employee, officer, or agent of the
Nation for purpose of influencing favorable disposition toward either their proposal or any other
proposal submitted as a result of this RFB. All proposals submitted hereunder become the
exclusive property of the Nation. The Nation reserves the right to accept all or part of the bid, or
to decline the whole bid.
The Bidder shall enclose with their bid a completed copy of the Mandatory Bidder
Responsibility Checklist and Non-Collusion Affidavit. After bid opening, the Successful Bidder
shall provide a W-9, submit certifications of required insurance coverage, and obtain a Quinault
Indian Nation business license for all firms / subcontractors doing work on the Quinault
Reservation prior to issuance of Notice to Proceed. Subcontracts must be approved by the
Quinault Indian Nation.

All responses shall be evaluated with respect to the completeness of the information provided,
support for all claims made, and the overall approach taken. The following criteria will be
utilized in the technical evaluation of the consultant's proposal:
1. Bid Amount 45 points
2. Firm Qualifications and demonstrated ability to meet scope/timeline 35 points
3. River Restoration Project Experience/Reports from References 10 points
4. Tribal or Minority/Women-owned Business 5 points
5. Previous experience working with QIN 5 points
100 total points possible
3.2 Bidder Response & Qualifications
Bids must include all information requested and meet all specifications/requirements outlined in
this RFB. Incomplete bids will not be included in the selection process.
1. Cover Letter. RFB# Upper Quinault River Restoration Project: Phase 6 must be
referenced in the bid proposal. Bids must be signed by a person duly authorized to
legally bind the Bidder submitting the bid.
2. Schedule & Management Plan. The Bidder shall submit to QIN as part of the Bid, a
Schedule and Management Plan, which shall at a minimum, contain the following
elements:
(a) Preliminary timeline of when work may begin, including:
(a) Estimate of time to receive all required materials
(b) Estimated amount of time to complete the project; include final date of
work completion as "Not to Exceed"
(c) An example schedule showing how the contractor intends to sequence
the project. It is assumed that the permitted work window will be
August 1- September 30
(d) Include a detailed in-water work sequence that demonstrates the
Contractor's understanding of the water management necessary to
install logjams while maintaining water quality.
(b) List of all subcontractors to include contact information for each subcontractor
(c) List of main suppliers
(d) Detailed description of work executed by the contractor
(e) Description of manpower resources
3. Other Required Information.
(a) Name and prior experience of each involved team member, as well as their
specific involvement in this project, including resumes of key personnel
proposed for this project (e.g., superintendent, project manager) including
years of experience and similar projects completed.

(b) Pile Driving and Site Access Subcontractor and Equipment List - The name
of any piling-driving subcontractor to be used and a list of specific equipment
the contractor will use for these phases of construction.
(c) Include any applicable manufacturer, safety and 3rd party Certifications
(d) Narrative on respondent's experience with the entire SOW.
(e) Description of Contractor's past experience working for the Quinault Indian
Nation if not described in Project Examples.
(f) Three references for clients who have received work of a similar nature.
(g) Include a description of each reference's project and work provided
i. Three additional references for clients of any type.
ii. Acknowledgement of receipt of all bid documents and
supporting
iii. information, including project manuals and drawings
3.3 Completion of Similar Projects
1. The Bidder shall have successfully completed at least three (3) projects of a similar size
and scope as required by the contract documents for this project within the last ten (10) years.
Relevant experience includes:
(a) Heavy civil construction in active river or floodplain environments.
(b) For Example: Construction of Engineered Logjams in rivers
(c) Pile driving, driven timber or steel pile foundations, or deep ground
improvement methods including identification of equipment used for pile
driving;
(d) Work in environmentally sensitive areas, with regulatory compliance (e.g., in-
water work windows, water diversion, turbidity control, fish exclusion);
(e) Successful coordination with tribal nations, public agencies, or federally
funded infrastructure programs.
2. Bidder shall submit a description of each relevant project, including location, scope,
completion date, owner contact, pile driving elements, and in-water environmental controls
used and enclose with their bid. In evaluating whether the projects were "successfully
completed," the Owner may check references for previous projects and may evaluate the
owner's assessment of Bidder performance, including but not limited to the following areas:
(a) Safety
(b) Quality Control
(c) Timeliness of performance
(d) Use of skilled personnel
(e) Successful coordination with tribal nations, public agencies, or federally
funded infrastructure programs
(f) Work in environmentally sensitive areas, with regulatory compliance (e.g., in-
water work windows, water
(g) diversion, turbidity control, fish exclusion);
(h) Management of subcontractors
(i) Availability and use of appropriate equipment
(j) Compliance with project documents
(k) Management of submittals process, change orders and closeout.
