SPECIAL NOTICES
Pre-Qualification of Bidders: In accordance with Board of Supervisors Policy F-41, only those contractors that have
been prequalified by the County are eligible to submit a bid in response to this RFB. The County's list of prequalified
contractors may be found at: https://www.sandiegocounty.gov/content/sdc/purchasing.html
Part VII - FAA GENERAL PROVISIONS, Section 20-02, "Prequalification of Bidders" states, "Each bidder shall submit
evidence of competency and evidence of financial responsibility to perform the work to the Owner at the time of bid
opening." Bidders should carefully review section 20-02 in its entirety to ensure compliance to the prequalification
requirements.
Pre-Bid Meeting (Virtual): The meeting will be held online by Video/Teleconference using the Microsoft Teams platform on
July 01, 2026 at 8:30 AM. To participate please provide your intent to attend by 11:00 AM on June 30, 2026. A link to the
Microsoft Teams information will be sent to Offerors that provide their intent to attend via email to
Francisco.RuizEnrigue@sdcounty.ca.gov. The intent to attend request shall include the organization name, name of all
attendees from your organization and business contact information (email/phone number) for each participant.
The purpose of the Pre-Bid Meeting is for the County to provide a high-level overview of the construction project, the RFB
process and other pertinent contract information. Requests for clarification related to definition or interpretation of this RFB
shall be submitted in writing as Questions in accordance with "Duty to Inquire, Questions, and Explanation to Bidders"
detailed in Part I - BIDDING INFORMATION. It is highly recommended that prospective bidders attend this meeting for a
better project overview. The attendance to the Pre-Bid Meeting is encouraged, but not mandatory.
Pre-Bid Site Visit: The project site visit for prospective bidders will be held on Wednesday, July 01, 2026 during
a runway closure at the Gillespie Field Airport. The airports is located at 1960 Joe Crossons Drive, El Cajon 92020 and
parking is available at the site. Attendees should meet in the Gillespie Field Administration Building at this address by 6:30
AM to be led by Airport management chaperones for access behind security gates and onto the project runway and
taxiway areas. The County will only open the gate once at 7:00 AM for the group and due to security/safety reasons late
arrivals will not be able to access the runway nor participate on the site visit. The site visit will begin promptly at 7:00 AM
and end at 8:00 AM. The 17-35 runway will be closed to aircraft movement during this time for the chaperoned site visit,
but other aircraft movement areas at the airport may still be active. The site visit will conclude at 8:00 AM and attendees
will be escorted by chaperones to promptly exit at that time to allow the airport to resume operations. Immediately
following the site visit, the Optional Pre-Bid Meeting will be held online as described above.
The site visit will provide prospective bidders the opportunity to see the site's existing conditions. Requests for clarification
related to definition or interpretation of this RFB shall be submitted in writing as Questions in accordance with "Duty to
Inquire, Questions, and Explanation to Bidders" detailed in Part I - BIDDING INFORMATION. It is highly recommended that
prospective bidders attend this site visit, since on site access will not be available any time after. Attendance at the job
walk is encouraged but not required.
Addenda and Interpretations: The Owner will not be responsible for any oral interpretation of the meaning of the plans,
specifications, or other pre-bid documents. Offerors shall direct requests for explanation regarding the RFB or
related documents to the Contracting Officer in writing as a question ("Question"). Questions should be submitted through
BuyNet by sending a message to the Contracting Officer using the "Discussion" functionality. To be given consideration,
questions must be received at least ten (10) days prior to the date fixed for the opening of bids. Any and all such
interpretations and any supplemental instructions will be in the form of written addenda to the specifications which, if
issued, will be posted on the County BuyNet website at https://sdbuynet.sandiegocounty.gov. It is the responsibility of all
prospective bidders to check the County BuyNet website for any updates to contract documents. All addenda so issued
shall become part of the Contract Documents.
Plan Holders List: All interested parties who would like to be placed on the plan holders list, please submit your
information (company name, contact person, general or sub, address, phone and fax) in its entirety to the points of contact
above on or before the due date for all RFIs. Plan holders lists will be posted on Buynet labeled "plan holders list" as a
courtesy and is not a requirement of this solicitation. The County of San Diego makes no representation as to the
accuracy or for the completeness of the plan holders list.
