ADVERTISEMENT FOR BIDS
Sealed proposals will be received in the Office of the Procurement Manager, Greenville
Utilities Commission, 401 S. Greene Street, Greenville, North Carolina 27834 until 2:30 PM
(EST) on September 3, 2026 and immediately thereafter publicly opened and read for the
furnishing of LNG Peak Shaving Facility Odorizer Replacement.
Instructions for submitting bids and complete specifications will be available in the Office
of the Procurement Manager, Greenville Utilities Commission, 401 S. Greene Street, Greenville,
North Carolina during regular office hours, which are 8:30AM - 5:00PM Monday through Friday.
Greenville Utilities Commission reserves the right to reject any or all bids. Late bids will
not be considered.

SECTION I
GENERAL INSTRUCTIONS FOR FORMAL BIDS
RELATED TO THE PURCHASE OF APPARATUS, SUPPLIES,
MATERIALS, AND EQUIPMENT
1.0 NOTICE TO BIDDERS
Sealed bids, subject to the conditions made a part hereof, will be received in the Office of the
Procurement Manager, Greenville Utilities Commission, 401 S. Greene Street, Greenville, North
Carolina 27834 until 2:30 PM (EST) on September 3, 2026, the day of opening. Bids
submitted in a fax or e-mail in response to this Invitation for Bids will not be acceptable.
Late Bids will not be considered.
2.0 STANDARD FORMS REQUIRED
Each bidder must submit a proposal on the enclosed bid forms. The bid must be signed by
an authorized official of the firm. Return only the attached Proposal Form. Do not return
the Advertisement for Bids, Instructions to Bidders or Specifications.
3.0 PREPARATION OF BID
Bids must be in sealed envelopes clearly marked on the outside with the name of the bid and
the bid opening date and time. Bid shall be addressed to the Procurement Manager,
GREENVILLE UTILITIES COMMISSION, P. O. BOX 1847, 401 S. GREENE STREET,
GREENVILLE, NORTH CAROLINA 27835-1847.
4.0 TIME FOR OPENING BIDS
Bids will be opened promptly and read at the hour and on the date set forth in the advertisement
in the Office of the Procurement Manager, Greenville Utilities Main Office, 401 S. Greene Street,
Greenville, North Carolina. Bidders or their authorized agents are invited to be present.
5.0 DEPOSIT
A deposit is NOT required for this bid.
6.0 NC SALES TAX
Do not include NC sales taxes in bid figure; however, Greenville Utilities Commission (GUC)
does pay sales tax. Sales tax should be added to the invoice as a separate item.
7.0 FEDERAL EXCISE TAX
GUC is exempt from Federal Excise Tax and will issue a Federal Exemption Certificate upon
request to the successful bidder.

8.0 EXCEPTIONS TO BE CLEARLY STATED
If bid is not in strict accordance with Section II, "Specifications," bidder must list or note all
exceptions on the Request for Proposal Form, otherwise, it is fully understood that the
successful bidder will furnish equipment and/or materials exactly as specified. GUC reserves
the right to accept or reject bids with noted minor deviations from specifications and to
determine the lowest responsible, responsive bid from the standpoint of quality, performance,
and price.
9.0 EVALUATION AND AWARD OF BIDS
GUC reserves the right to reject any and all bids, to waive any and all informalities, and to
disregard all nonconforming or conditional bids or counter proposals. In evaluating bids, GUC
shall consider whether the bids comply with the prescribed requirements, plus all alternates or
options requested. GUC reserves the right to include or exclude any option or alternative in
GUC's opinion is in GUC's best interests. If a bid is to be awarded, it will be awarded to the
lowest responsible, responsive bidder whose evaluation by GUC indicates that the award will be
in GUC's best interests. Only firm prices will be considered for award of this bid.
10.0 PROMPT PAYMENT DISCOUNTS
Bidders are urged to compute all discounts into the price offered. If a prompt payment discount
is offered, it may be considered in the award of the contract.
11.0 NUMERICAL ERRORS
In the case of a discrepancy between a unit price and the extension (the unit price multiplied by
the number of units), the unit price governs. In the case where numerical bids are stated both in
numbers and in words, the words govern.
12.0 BID WITHDRAWAL
A bidder must notify GUC in writing of its request to withdraw a bid within seventy-two (72)
hours after the bid opening, not including Saturdays, Sundays, or holidays. In order to justify
withdrawal, the bidder must demonstrate that a substantial error exists and that the bid was
submitted in good faith.
13.0 QUANTITIES
Quantities specified are only estimates of GUC's requirements. GUC reserves the right to
purchase more or less than the stated quantities at prices indicated in the submitted Proposal
Form based on our actual needs.
14.0 DELIVERY
Shipments will be made to GUC only upon releases from a purchase order issued by
GUC in accordance with its current needs.
Time is of the essence with respect to all deliveries under this Agreement.
Delivery of all equipment, materials, or supplies shall be made Free on Board (FOB), GUC
Warehouse, 701 Utility Way Greenville, North Carolina 27834. unless otherwise specified. The
agreed price for such equipment, materials, or supplies shall include all costs of delivery and

ownership, and risks of loss shall not be transferred from Provider to GUC until express written
acceptance of delivery and inspection by GUC. Delivery hours are between 8:00 AM and 4:30
PM Monday-Friday only. GUC's purchase order number is to be shown on the packing slip
or any related documents. GUC reserves the right to refuse or return any delivery with no
purchase order number or which is damaged. GUC will not be charged a restocking fee for any
delivery which is refused or returned.

15.0 DELIVERY TIME
Delivery time is to be stated and will be considered in the evaluation of bids. Failure by the
successful bidder to meet quoted delivery shall be interpreted as non-compliance with these
specifications and may be deemed sufficient cause for removal of the manufacturer and/or
distributor from our lists as acceptable manufacturers or bidders.

Greenville Utilities Commission
Specifications for LNG Peak Shaving Facility Odorizer Replacement
Due September 3, 2026
Description:
Greenville Utilities Commission (GUC) requests bids for equipment and services to replace the
existing natural gas odorizer located at their Liquified Natural Gas (LNG) Peak Shaving Facility. The
LNG Peak Shaving Facility is located at 4150 Natural Gas Way, Greenville NC 27834, and provides
natural gas peak shaving capabilities to GUC's natural Gas customers. The plant has Vaporization
capabilities up to 1,000 DTs per hour, however, mostly the plant operates in a stand-by mode where
LNG Boil Off flow rates vary from 0 DTs per hour to 3 DTS per hour. The MAOP of the pipeline at the
odorizer is 60 PSIG, but can get as low as 30 PSIG. The existing odorizer is a Zeck Systems Model
Z9000 paired with a 250-gallon nitrogen blanketed odorant tank (which will remain in service).
Injection rate, odorizer status, alarms, and system battery voltage is sent back to GUC's LNG
SCADA system using a ControlWave Micro BSAP protocol.
Scope of Services:
- Remove existing Zeck Systems Model Z9000 Odorizer - minimizing odorant release
- Install new Odorizer
- Commission new Odorizer
- Validate Communications with GUC's SCADA system
Specifications for Equipment to be Provided:
Injection System
Can be either pump driven, or differential pressure driven injection system, has to be able to inject
up to 0.5 lbs of odorant per MMSCF at a maximum flow of 1 MMSCFH (1,000 DTs/Hr), and capable
of injection into pressures from 30 psi to 250 psi. Must be a closed loop system to purge and prime
back to the storage tank without exposure of odorant to the atmosphere. Enert gases can be made
available to the odorizer.
Pump Specifications if bidding a pump driven odorant system:
- Pneumatically actuated
- Approximate displacement of 0.325 cc/stroke.
- Constructed of 316 Stainless Steel.
- The seals and O-rings are to be made of compatible grade Viton or Chem-Rez.
- The hydraulic portion of the pump is isolated from the odorant by a Teflon diaphragm.
- The oil-level is able to be checked during normal operation.
- The pump consists of check valve and diaphragm cartridges capable of being removed
without removing tubing or the pump from the cabinet.
- All cartridges have machined threads with redundant O-rings making up the seal.
- Capable of stroking once per second.

- The tube connections on the pump are backwelded.
Odorant Meter
- Positive volume chamber-type meter.
- Manufactured from 316 Stainless Steel.
- No moving parts susceptible to friction.
- The meter is able to be purged under pressure back to the bulk storage tank with no
exposure to the atmosphere.
- Levels shall be read locally in the hazardous atmosphere.
- Contains an entrained vapor removal device and 5 micron filtration.
- Shall have a pulse output resolution of 0.001 pounds odorant injected per pulse.
- Approved for Class 1, Division 1 service by FM, CSA, and Cenelec.
- The Swagelok connections to the meter have been back welded.
Odorant Controller
- Rated for Class 1, Division 1 service, as approved by FM, CSA, and Cenelec.
- Provisions to receive power from a 120 VAC source.
- Local battery backup power to provide 30 days of battery reserve in the event that the
primary power source fails.
- Field programmable to adjust for varying field conditions: including running in proportional
to time mode, or continuing to inject during a loss of flow signal.
- LCD display with keypad for operator input and displays the following real time data:

pump efficiency.
- Compensates for +/- 30% change from target pump efficiency.
- Readily accepts a pulse or analog flow signal.
- Provides outputs for general alarm and odorant usage scalable to 0.001 lbs./MMCF.
- Provisions to be shut off locally and remotely, isolating the odorant tank from the pipeline
using a contact closure.
- Ability to issue a general alarm output (specific alarm shall read locally) for the following
conditions:

- All I/O's are intrinsically safe.
- Includes its own self-contained, polyfiber enclosure, manufactured to NEMA 4X standards.
- Circuitry is laminated to prevent atmospheric and chemical corrosion from destroying the
circuitry.
- Equipped with an on-board audit-trail system capable of storing 120 days of odorizer
operations in memory, and must be able to be loaded to a 386 PC or laptop to produce
reports.
- Preference for communication to GUC LNG SCADA System ControlWave Micro BSAP
Protocol.
Other Requirements
- The odorizer is to be provided with a scrubber to remove smell from maintenance exhaust
gas.
- All tubing utilized in construction is seamless 304 or 316 stainless steel with 0.035" wall
thickness, bright annealed finish, and manufactured to ASTM A269 or equivalent.
- All tube fittings are to be Swagelok brand compression fittings, or Swagelok brand VCO
fittings. No exceptions have will be allowed.
- The odorizer is to be provided with an actuation gas filter that will remove particulate to 25
micron or above.
- The odorizer is to be equipped with a bulk odorant filter that will remove particulate to 5
micron or above.
- The odorizer cabinet is constructed of all-welded aluminum, to NEMA 4X standards.
- The cabinet is finished in a Sherwin-Williams abrasion resistant acrylic enamel.
- The cabinet is insulated internally with fire-retardant insulation.
- The cabinet is heated using a 250 watt, 120 VAC heater, rated for Class 1, Division 1 service
by CSA.
- The AC charging circuit is to be encased in an appropriate explosion-proof housing, and
shall be equipped with a Zener-Diode barrier.
- The cabinet is to be provided with lugs for earth ground connections.
- Cabinet can be wall mounted or post/skid mounted, mounting shall provide isolation from
vibrations.
- The cabinet is to be equipped with locking stainless steel hardware and hinges.
- All components were factory mounted and pressure tested for 24 hours minimum.
