Pre-Qualification: In accordance with Board of Supervisors Policy F-41, only those contractors that have been
prequalified by the County are eligible to submit a bid in response to this RFB. The County's list of prequalified

Small-Local Business Subcontractor Participation Requirements: In accordance with Board of Supervisors
Policy B-53 Small-Local Business Policy (SLBP), for public works projects the County has estimated to exceed $1
million in value:
i. The prime contractor shall meet or exceed three-percent (3%) Small-Local Business Subcontractor
Participation Requirement if not exempt;
ii. Offeror or Contractor must submit a Small-Local Business Utilization Plan demonstrating that Offeror
or Contractor: (i) will either meet or exceed a 3% Small-Local Business Subcontractor Participation
Requirement or (ii) is exempt from the Small-Local Business Subcontractor Participation
Requirements; and
iii. Offerors must use the Small-Local Business Utilization Plan (PC611) form, and if applicable the
Small-Local Business Self-Certification Form (PC610), to comply with this requirement.

Subcontractor Reporting Requirements: Subcontractor Reporting. Contractor shall provide periodic reports
to the County of amounts paid under this Agreement to each Subcontractor, and whether each subcontractor
qualifies as a Small-Local Business as defined in B-53 Small-Local Business Policy (SLBP). Such reports
shall be submitted to the County using the "Subcontractor Data Collection Form (PC613)" located at
https://www.sandiegocounty.gov/content/dam/sdc/purchasing/docs/PC613_dpc_Subcontractor_Data.xlsx or
as otherwise directed by County. Reports shall be aligned with the County's Fiscal Year, with a mid-year
report of data through December 31 submitted by February 15th, and a full Fiscal Year report submitted by
July 15.
Working Families Ordinance (WFO): Attention is directed to page 1-2a of the contract documents concerning
the WFO. This page contains specific requirements for compliance with the WFO.
Vehicle Emissions Disclosure & Compliance Requirement: Attention is directed to Section 20 in PART 4-1 of the
contract documents concerning compliance with California Air Resources Board ("CARB") In-Use Off-Road Diesel-
Fueled Fleets regulations in California Code of Regulations Title 13, Division 3. This section contains specific
requirements for compliance with the CARB regulations.
Addenda and Interpretations: The Owner will not be responsible for any oral interpretation of the meaning of the
plans, specifications, or other pre-bid documents. Offerors shall direct requests for explanation regarding the RFB or
related documents to the Contracting Officer in writing as a question ("Question"). Questions should be submitted
through BuyNet by sending a message to the Contracting Officer using the "Discussion" functionality. To be given
consideration, questions must be received at least 10 days prior to the date fixed for the opening of bids. Any and all
such interpretations and any supplemental instructions will be in the form of written addenda to the specifications
which, if issued, will be posted on the County BuyNet website at https://sdbuynet.sandiegocounty.gov. It is the
responsibility of all prospective bidders to check the County BuyNet website for any updates to contract documents.
All addenda so issued shall become part of the Contract Documents.
Plan Holders List: All interested parties who would like to be placed on the plan holders list, please submit your
information (company name, contact person, general or sub, address, phone and fax) in its entirety to the points of
contact above on or before the due date for all RFIs. Plan holders lists will be posted on BuyNet labeled "plan holders
list" as a courtesy and is not a requirement of this solicitation. The County of San Diego makes no representation as
to the accuracy or for the completeness of the plan holders list.

The County of San Diego, Owner, invites sealed bids for:

Bid Opening Date: May 14, 2026 - 2:00 PM, Local Time
Late submission cannot be considered unless there was mishandling on the part of the County of San Diego
purchasing staff.
Duty to Inquire, Questions, and Explanation to Bidders: Bidders' Inquiries and County Responses - All
communications from the Bidder (including its employees, agents, and representatives) to the County or its
officers and employees (including consultants working on or assisting with this procurement) related to this
RFB must be directed in writing exclusively to the Contracting Officer, unless otherwise authorized in writing
by the Contracting Officer. Any improper contact may, at County's sole discretion, cause the Bidder to be
removed from consideration for contract award.
Should a Bidder find discrepancies in or omissions from, or be in doubt as to the meaning of, the RFB or
related documents, Bidder shall have a duty to at once notify the County. Such notifications, or other requests
for explanation regarding the RFB or related documents, shall be directed to the Contracting Officer in writing
as a question ("Question"). Questions should be submitted through BuyNet by sending a message to the
Contracting Officer using the "Discussions" functionality. Bidder is responsible for ensuring that Questions are
received by the County. The County may choose not to respond to Questions received after the date stated in
the Cover Letter. Bidders should not communicate with or attempt to contact any other County personnel
about this solicitation, except as otherwise allowed for in this RFB.

Bid Submittal: Offeror must submit a complete original bid in accordance with the format provided in this
solicitation to the County of San Diego, Department of Purchasing and Contracting through electronic upload
to BuyNet, or via sealed envelope at the Purchasing and Contracting front desk, before the Date and Time
listed in Schedule.
* Offerors are advised to review PART 2 of this RFB regarding acceptable formatting of documents
and signatures.
* When submitting via BuyNet, Offeror should allow for sufficient time to submit by an alternate method
in the event of technical difficulties.
* Offerors are advised to review the County's COVID-19 Updates for County Contracts and
Contractors, found at https://www.sandiegocounty.gov/content/sdc/purchasing/COVID-
19_Updates.html, for any guidance that may affect bid submission procedures.
* The County's decision about the timeliness or responsiveness of any submitted document shall be
final, and the County has the discretion to waive or not waive any defect or nonconformance.
Contractor's License Requirements: The Contractor shall possess, at the time of submitting the bid, a
California contractor's license, Class A, General Engineering Contractor or the following Class C license
which constitutes a majority of the work: C-12, Earthwork and Paving Contractor.

Working Families Ordinance: The Contractor shall comply and shall ensure that its subcontractors at all
levels comply, with the Working Families Ordinance set forth in Sections 73.10, et seq. of the San Diego
County Administrative Code, which pertains to the payment of wages, utilization of a skilled and trained
workforce, working conditions, and the provision of paid sick leave. The Contractor shall post the County's
Working Families Ordinance notice (available upon request and at https://www.sandiegocounty.gov/OLSE) in
a conspicuous and accessible place in each location at which employees are employed, as required by the
Working Families Ordinance. Contractor shall maintain records sufficient to document Contractor's
compliance with this section, including, if applicable, evidence of qualification for an exemption from the
Working Families Ordinance, and shall provide such records to County upon request. Contractor hereby
grants County permission to conduct an investigation regarding Contractor's compliance with the Working
Families Ordinance at any time, which investigation may include, but is not limited to, audit of documentation,
inspection of the site of the work, and interviews of employees and/or workers.
