SECTION 1. GENERAL INFORMATION
1.1 Mississippi Board of Education Program Purpose and Goals
The Mississippi Department of Education (MDE), Office of Special Education is seeking
competitive Request for Applications (RFA) from qualified applicants for an Educator in
Residence (EIR), Grades K-8 State Systemic Improvement Plan (SSIP) Literacy Coordinator. The
coordinator will provide services for the Mississippi Department of Education to implement the
Literacy-Based Promotion Act and the SSIP. Most students with disabilities in grades K-8 receive
reading instruction in the general education classroom, thus, making it vital that the special and
general education teachers collaborate. Because of this, the solicitation will serve both the general
and special education population. The Program’s goals are to provide successful services is to
work with the MDE, Office of Special Education staff to prioritize, schedule, organize, and
provide technical assistance to general and special education teachers and administrators, to
ensure students receive evidence-based literacy instruction. This will ensure that students with
disabilities receive reading instruction of the grade level curriculum to meet the standards. Lastly,
it will provide SSIP literacy coaches, general and special education teachers the tools needed to
engage and educate all struggling readers.
The Office of Special Education has developed a State Systemic Improvement Plan (SSIP) that
is clearly aligned to the goals referenced above. This comprehensive, multi-year plan is based
on high expectations for students with disabilities and is focused on building the capacity of
local districts to implement and scale-up evidence-based practices in reading with a focus on
improving third grade reading proficiency. The goal is to ensure all students are proficient
and showing growth in all assessed areas and to ensure that every school has effective teachers
and leaders. The Office of Special Education SSIP is aligned to the MDE strategic goals. The
initiative focuses on building the capacity of participating districts to implement and scale-up
evidence-based practices for special education teachers and general education teachers
supporting students with disabilities.
Scope of Work: State Systemic Improvement Plan (SSIP) Literacy Coordinator
(K-8)
work with the MDE, Office of Special Education staff to prioritize, schedule, organize, and
to provide technical assistance to teachers and administrators on evidence-based literacy
strategies such as the Science of Reading and High Quality Instructional Materials;
provide appropriate coaching and professional development services that address reading
deficiencies in schools to ensure that there is cohesive, sustained, intensive and classroom-
focused professional development and coaching that is rigorous, engaging, and aligned to
the Mississippi College and Career-Readiness Standards;
develop open, professional, and collaborative work relationships with SSIP regional
coordinators, SSIP literacy coaches, district-level school personnel, school-based literacy
coaches, principals, and teachers;
effectively identify the literacy and instructional needs of assigned school and teachers to
prioritize, schedule, organize, and provide technical assistance to teachers to increase
grade-level reading outcomes for students by the end of 3rd & 8th grades;
assist SSIP regional coordinators, content specialists, and literacy coaches with the
implementation of new and innovative resources to improve literacy instruction for
students with disabilities grades K-8;
coordinate literacy team monthly meetings
collect, analyze, and present assessment and literacy data; leverages on expertise and
resourceful resources within the Literacy Team for additional review and analysis

analyze and interpret data to inform instructional programs;
extensive travel throughout the State;
work in Microsoft Office
uphold the confidentiality of all students, school, district, and State-level data.
1.2 Position and Salary Offered
The Applicant must provide an application and all required documents in a sealed envelope
for the position described below.
State Systemic Improvement Plan Literacy Coordinator (K-8) with a salary of
$75,000 plus fringe benefits and travel.
1.3 Eligibility Requirements/Criteria
This solicitation outlines information required to submit a response to this RFA. Please be aware
that changes to previous requirements and/or eligibility solicited may have been made. The
individual selected for this position may be requested to provide transcripts and must meet
the requirements for Eligibility, the Application Review, and Selection Process as described
below.
1.4 Qualifications Required
Minimum Qualifications
Applicants must meet the minimum qualifications below in order for the application to
advance to the evaluation process.
Experience/Years
The selected individual for the Special Education SSIP Literacy Coordinator (K-8) position must
provide documentation (via resume) of the following criteria:
Minimum of five (5) years teaching experience in K-8 or experience in the area of reading;
At least five (5) years of experience facilitating learning or delivering professional
development specific to literacy instruction at the district and State levels;
At least three (3) years of experience in literacy coaching;
Minimum of three (3) years working with students with disabilities.
experience reviewing and providing professional development on creating Individualized
Education Programs;
experience in a supervisory role;
experience providing professional development specific to literacy instruction;
experience working with Microsoft Office.
Education/Years
Bachelor’s degree in Elementary, Secondary, or Special Education and four (4) years of
experience teaching reading -OR-
Master’s degree in Elementary, Secondary, or Special Education and three (3) years of
experience teaching in reading/literacy or related field.
